Present were Councilmen Ray Duncan, Cliff Tvedten, Darrell McNeill, Ed Rich, Doug Hanna; ' City Attorney John Carlson and Grace Crawford. The minutes of the previous meeting were approved as read. Jones 148.75 Darrell McNeill moved that the bills be paid; seconded by Cliff ' Tvedten and passed unanimously. Darrell McNeill stated that the park tables would be placed in storage as soon as possible. Ray Duncan reported that he has received telephone calls regarding the elimination of street lighting under the Columbia river bridge leaving the road in darkness. This area is under the jurisdiction of the State Highway Department. He has also received a call re- garding the lights at the Douglas County Park. This park is under the jurisdiction of Douglas County. Mayor Lannoye presented a bulletin from Dow Chemical on weed killer to be used along city streets. After a discussion, it was decided to have weed killer applied by a commercial firm. A discussion was held on the use of rock salt on the city streets, the purchase of 2 tons of salt was approved. Ordinance No. 191 was presented for a 2nd reading. Ed Rich moved to approve and pass Ordinance no. 191; seconded by Doug Hanna and passed unanimously. ' A general discussion was held regarding Ramaker Way. Mayor Lannoye stated he has heard some objections to this becoming a one way street. Dennis Mengelos stated the police dept, feels the street is dangerous as is. John Carlson was instructed to prepare an ordinance for Ramaker Way. He is also preparing the ordinance between the City and the P.U.D. The preliminary budget for 1974 was presented to the Council by Mayor Lannoye. After a discussion, Doug Hanna moved that the preliminary budget for 1974 be approved; motion seconded by Darrell McNeill and passed by a unanimous vote. John Carlson explained to those present the dispute between the U.A.B• and the City over charges paid to Munson -Nash on the Main St. project for engineering, but which the Engineering firm could not zubstgniate to the satisfaction of the U.A.B. The Council instructed John Carlson to collect the amount in question from Munson -Nash. Dennis Mengelos requested the Council to promote Charles Syring from Patrolman 3rd class to Patrolman 2nd class and increase his salary by $50.00 per month. John Carlson stated that this matter would need to be approved by the Civil Service Commission and the Mayor. John Carlson reported that Mr. Dillon says the culvert has been cleaned. The Mayor will check on this.
