Present were Councilmen Doug Hanna, Darrell McNeill, Cliff Tvedten, Ed Rich; Attorney John Carlson and Clerk Dorotha McGee. The minutes of the previous meeting were approved as read. Darrell McNeill inquired why the park rest rooms were kept locked. Mayor Lannoye explained that due to extensive vandalism to the rest rooms and the expense for repairing same, it was necessary to keep rest rooms locked. The Council discussed this problem and decided that anyone using the park should make arrangements to obtain the key for said rest rooms and when leaving, iotk up and return the key to the City hall. Said persons receiving the key will be responsible. Ed Rich reported that Simon Street has been paved. The 6 year Street Program.& Resolution no. 1044 was presented for a Public Hearing. Ed Rich moved to approve and adopt said 6 year street program and Resolution no. 1044; seconded by Cliff Tvedten and passed unanimously. Dennis Davison presented the Douglas County Solid ,-Taste Plan to the Mayor & Council. The City of East Wenatchee is presently served by a franchised service and this will not be changed. Persons from the city hauling waste to the dupp site would pay the same charge as county residents. A copy of the resolution was given to the Council for study. This matter will be further discussed at the next meeting. Herb Olive discussed with the Mayor & Council, the possibility of the City becoming part of the Douglas County Parks and Recreation service areas and providing funds for swimcing pool construction. An estimate of the cost to the city will be approximately 1.11 mills per year, but he could not give the number of years this would need to be paid. John Carlson and Mayor Lannoye stated they felt this was a matter for the voters of East Wenatchee to decide. John Carlson stated that the Wenatchee World has refused to purchase a City business license. He has discussed this matter with the Attorney and forwarded to him a copy of the business license t ordinance.
