The regular meeting of the East Wenatchee City Council was called
to order by Mayor Arthur Johnson. Present were Councilmen Ray
Duncan, Darrell McNeill, Ed Rich, John Willeford, Hartley Beeler and .

The minutes of the previous meeting were approved as read.
The bills were presented to the Council as follows:

Ed Rich moved that the bills be paid; motion
seconded by John
Willeford and passed by a unanimous vote.
Ed Rich reported that the City is submitting
applications for grants
at 90-10% for signal lights and 5th and Main
and 6th and Main.
Mayor Johnson appointed Gohn Willeford as Councilman
in charge of
unfierground utilities and Hartley Beeler as Councilman
in charge
of street lights.
Neal Keefe was granted permission to remove the
reader board from
the City park and was requested to remove the
installation below
the ground.

Charles Walker requested permission for the appointment of a
Reserve Officer to replace Thomas Winter, He submitted the
name of Bill Brooks for this position. John Willeford made a
motion to approve said appointment; seconded by Ray Duncan and
' passed unanimously. The Clerk was instructed to accept applications
for two reserve officers.
The Mayor requested that Ray Duncan appraise the City equipment.
He also stated that he feels the police cars should be marked.
Charles Walker suggested that the police cars be painted white and
blue.
Charles Walker requested permission for the City to purchase a
third police car, at an approximate cost of $1,200.00, fully
equiped cost would be 2,124.00 plus tax. A discussion was held on
this matter but mo action was taken.
A discussion was field regarding the dog problem at Lee school and
also on the charges for disposing of cats taken to the Humane Society
Animal shelter by the East Wenatchee Police Department personnel.
Charles Walker was requested to contact Tom Blankinship with regards
to hourly and milage rates for animal control in the incorporated
limits, and report at the next meeting.
City officials are in contact with the Employment Security office
for a replacement for Tom Winter under the CETA program. Council
set the salary for such employee at 19750.00 per month.
A discussion was held with local citizens on annexation. The Mayor
proposes annexation under Item 4 of the annexation statutes, by
which the City Council would by Rgsolution, annex a given area,
after an approval by the Governor s annexation review board. Citizens
will be able to present a petition calling for an election If they
choose to do so. Several persons present spoke of their opposition
to annexation. Councilman Willeford stated that the City should
make long range plans on annexation and the costs involved.
The mayor stated that he will not be present for the next two"
meetings. Darrell McNeill moved that Ed Rich be appointed as Mayor
pro-tem; motion seconded by John Willeford and passed unanimously.
Darrell McNeill moved that the meeting be adjourned; seconded by
John Willeford and passed by a unanimous vote.
