HomeMy WebLinkAbout8/2/1976 - City Council - City Council Meeting MinutesAugust 2, 1976 The regular meeting of the East Wenatchee City Council was called to order by Mayor Arthur Johnson. Present were Councilmen Darrell , McNeill, Ray Duncan, Hartley Beeler, John Willeford; Attorney Neil Fuller and Clerk Dorotha McGee. The minutes of the previous meeting were approved as read. The bills were presented to the Council as follows: Current Expense warrants nos. 6793 - 6812 Lafe H. Service 69.29 Douglas County Sewer District No, 1 ' 17.00 Dennis Peet Plumbing 70.42 Street warrants nos. 1941 - 1945 Elder Auto Parts, Inc. 80.68 Les Schwad Tire Center 42.66 6ascade Satural Gas Corp. 5.04 Texaco, Inc. 111.65 Wenatchee World 29.72 Darrell McNeill moved that the bills be paid; motion seconded by Ray Duncan and passed by a unanimous vote. A discussion was held on Ordinance No. 222 and that section requiring the posting of a $10,000.00 bond when obtaining a permit to open a city street or sidewalk. The City Attornev and Councilman Willeford will try to prepare an ordinance section that is more acceptable to persons and utilities . Attorney Neil Fuller reported to the Council and Mr. Calorossi, his d iscussion with Attorney Kirk Bromiley, on the matter of the easement at 909 No. Baker. He was requested by Mr. Bromiley to take no action at this time. Mr. Bob Barr, representing the Shopping Center, reported considerable traffic problems on Main Street at the intersections. He requested ' the Council give cmneideration to installing a traffic light at 5th and Main and possibly one at 6th and Main. The Mayor suggested that a traffic count be taken later this year in this area. The Mayor stated that bids would not be opened on the proposed street projects. He also reported that the City still has not hired a street maintenance man. The possibility of promoting Mike Wood- worth to this job was discussed by the Mayor and Council members. The Mayor stated that the street department needs to purchase a truck and 2 angle blades. A discussion was held regarding whether a 4 speed or automatic transmission was needed. Councilman Willeford moved that the City call for bids for a one ton truck, said bids to be opened at the August 16, 1976 meeting; motion seconded by Darrell McNeill and passed unanimously. The Mayor will prepare the bids. A proposal to purchase three 1975 Matador vehicles for the police department at a cost of 43,300.00 each was presented to the City Council. The Mayor stated that these vehicles should last the police department 4 years. The City Attorney advised that such purchase must be made by bids, and that since the department has expended the capitol outlay budget for the year, any such purchase would need to meet the requirements of an emergency, and will necessitate the declaration of an emergency and an ordinance passed to that effect. Darrell McNeill made a motion that the City call for bids for police Vehicles, said bids to be opened at the August 16, 1976 meeting; motion seconded by John Willeford and passed by a unanimous vote. The Mayor will prepare the call for bids. The Mayor stated that he has received a complaint on the parking on Main Street. He suggested that karen Little be appointed Meter Maid ' for the purpose of checking said parking. Darrell McNeill moved to approve said appointment; motion seconded by John Willeford and passed by a unanimous vote. John Willeford moved that the meeting be adjourned; motion seconded by Darrell I"cNeill and passed unanimously. er 1
