The regular meeting of the East Wenatchee
City Council was called
to order by Mayor Ed Rich. Present were Councilmen
Ray Duncan,
Darrell McNeill, Forrest Lannoye, Hartley
Beeler; Attorney Neil
Fuller and Clerk Dorotha McGee.

' Ray Duncan made a motion that the bills be paid; motion seconded by
Hartley Beeler and passed by a unanimous vote.
Forrest Lannoye reported that he has received numerous complaints
regarding the traffic turn arrows at Main and 9th streets. After a
discussion, Roy Freeman was instructed to change the northerly left
turn and straight ahead arrows.
Mr. Frank Johnson inquired about the proposed storm drain for his
property located on 3rd St. N.E. After a discussion, Neil Fuller
stated that the City could incur liability if the City Council gave
approval for installation of said drain. Mr. Johnson requested to
bd notified if the City reached a decision.
Mayor Rich reported that the statement from Arvid Grant and Associates
was charged at $1,200.00 for preparation of specifications for the
Signal light project, as agreed on, and the balance for construction
engineering on said project.
John Tontz, representing Douglas County Commissioners, reported that
an engineering firm is preparing estimates of costs to property owners
for the local Flood Control project. This will include property owners
within the incorporated limits of the city. Flood Control District is
located within the area from Carmichaels Grocery to Kentucky St..
' Mr. Tontz informed the Council members that a contract for the swimming
pool bond costs is being prepared this week by Douglas County. Council-
man Lannoye stated that he feels this is a matter that the Public should
vote on.
Mr. Tontz also informed the City Council that he is experiencing a
problem with dogs scattering garbage at the back entrance of his
restagrant. He suggested that the City might be interested in
contracting with Douglas County for dog control service. He will
prepare an estimate of costs for the Council to study. Councilman
Lannoye suggested that citations be issued to dog owners who do not
have dogs licensed and permit animals to run at large.
Mayor Rich presented a statement for 325.00 from the Wenatchee
Convention Bureau. The City had pledged 175.00 and has paid that amount.
Forrest Lannoye moved that Ed Rich be authorized to sign a contract
with Douglas County fof approximately 250 yards of sand at 50@ per
yard; motion seconded by Ray Duncan and passed unanimously. This
sans is to be used for snow and ice control.
Ray Duncan made a motion that the City accept the Ashland, lath Street
and Alvin Court surfacing projects; seconded by Darrell McNeill and
passed unanimously.
Mayor Rich presented a notice for the City Insurance Company regarding
the insulation in the shop bldg. Insurancd Cimpany has reco mmended
that the insulation be sprayed with a fire retatdant substance. Said
Insurance company was also critical of the paint stored in the building.
After a discussion, it was decided to consult the fire department on
this matter.
