The regular meeting of the East Wenatchee City Council was
convened
at the hour of 8:00 p.m. Present were
Gouncilmen Ed Rich,
Ray Duncan,
Hartley Beeler, Darrell McNeill; Attorney
Neil Fuller and
Clerk
Dorotha McGee.

Ray Duncan made a motion to appoint Ed
Rich as Mayor Pro-tem;
motion
seconded by Darrell 1icNeill and passed
unani mously.
The minutes of the previous meeting were approved as read.
The bills were presented to the Council
as follows:

Darrell McNeill moved that the bills,be paid; seconded by
Ray Duncan
and passed unanimously.
Ed Rich presented the resignation of Arthur Johnson, effective
July 25, 1977. Ray Duncan made a motion to accept the resignation and
to forward a letter of appreciation to Mr. Johnson; motion seconded
Darrell McNeill and passed by a unanimous vote.
Darrell McNeill made a motion that Ed Rich be appointed to serve as
Mayor until the next election; motion seconded by Ray Duncan and I
passed unanimously.
Ed Rich announced that a special filing period will be held on
August loth, llth and 12th for the purpose of accepting declarations of
candidacy for the position of Mayor for a two year unexpired term.
' Herb Olive notified the City Council that the streets iB the Sunset
Terrace Estates, Anne, Aurora and 14th, are completed and ready for
acceptance by the City, Ray Duncan made a motion that said streets
be accepted into the city street system ; motion seconded by Darrell
McNeill and passed unanimously.
Ed Ribh reported that the City truck needs clutch repairs; after a
discussion Ray Duncan made a motion to approve said repairs in the
amount of i134.36; motion seconded by Hartley Beeler and passed by a
imani mnns- vote.-
g discussion was held with officials of Telepropmter T.V. regarding
the T.V. franchise. Neil Fuller reported on the T.V. franchise ordinance.
Telepropmter requested that Section 23 be changed to allow for the
posting of a bond in the amount of $25,000.00. Darrell McNeill made
a motion to approve and pass Ordinance No. 250 with Section 23 changed
as requested; motion seconded by Hartley Beeler and passed unanimously.
Teleprompter announced that work crews will move into the City on
Wednesday morning to begin ungrading the system.
Neil Fuller reported that the Auditor stated that the proceedures used:
by the City on the Baker Street property were correct, but he has not
received this statement in writing.
Neil Fuller informed the Council on the National orgAnization established
' for the purpose -of resistance to the law forcing cities to pay the
employment tax.Funds have been requested for aid in the amount of 5%
based on the population, or approximately $80.00 for East Wenatchee.
Darrell McNeill made a motion that the City appropriate this amount
motion seconded by Ray Duncan acid passed unanimously.
Gary Shaw reported that Harold Kirby had been involved in anaccident
while on vacation and stated that he had applied for funds in the
amount of $580.00 per month for tempory hel# while Kirby is disabled.
He requestdd permission to hire temporary help, if the funds are
available. Ray Duncan made a motion that said help be hired for mot
more that 4 months if said funds are received by the City; motion
seconded by Darrell McNeill and passed by a unanimous vote.
Gary Shaw reported that Dales Automotive will do tune up work on the
police cars for 1?.00 per hour, and 20,% off on parts. East Side
Garage was not interested in submitting as estimate. The Council
approved the request that cars be taken to said automotive shop. Gary
Shhw also inquired about the agreement with Wenatchee Police Dept. for
telephone and dispatch service.
Telepropmter officials invited East Wenatchee Officials to a reception
on August 15th.-
