The regular meeting of the East Wenatchee City Council was called to
order by Mayor Johnson. Present were Councilmen Ed Rich, Ray Duncan,
Darrell McNeill, Hartley Beeler; Attorney Neil Fuller and Clerk ,
Dorotha McGee.
The minutes of the previous meeting were approved as read.

Ray Duncan moved that the bills be paid; motion seconded by Ed Rich
and passed by a unanimous vote.
Darrell McNeill reported that he has been checking on spray materials
for use in the park.
'Ed Rich reported that S & D Paving will submit a cost estimate for
black -toping the storm drain at 4th and Main streets.
Councilman Beeler stated that he is preparing a plan for turning off
some of the street lights. Said plan should be complete in about 2 days.
A discussion was held regarding signal lights at 5th and i°lain and 6th
and Main streets. Bob Barr and Doug Fife requested that the City take
action immediately on this problem. Councilman McNeill stated that he
feels the City should install the lights as requested and a light is
also needed at 9th and Main Street. Ray Duncan is still checking with
Wenatchee regarding the possibility of obtaining some signal lights
that might be used- `- for traffic control in East Wenatchee.
Mayor Johnson reported that he will have a proposal on engineering
from Don West in time for the next meeting, and promised that Reserve
Officers will be used for traffic control in the congested areas. He
also stated that some state funds will be made available about May 1st
and expressed his wish to wait until that time before commiting City
funds for installing signal lights. Bob Barr stated that if the City
would take care of directing traffic , the shopping center would wait
until the May 1st date, but feels if no funds are made available to
East Wenatchee, the City should proceedimmediately. The Mayor promised
to use the Police Dept. for traffic control, and if funds are not forth-
coming, the City will proceed with the 5th street light and see what
steps can be taken at the 6th street intersection.
The Mayor introduced Susan Mose to the Council. Ms. Mose spoke briefly
tegarding her proposal as probation officer for Municipal Court.
Councilman McNeill stated that the City has not included this position
in the Budget. She was requested to contact Douglas County about the
proposal for a probation officer whose services would be used by both
local courts.
Neil Fuller presented Ordinance No. 238 to the Council; Said ordinance
is for the purpose of amending Ordinance No. 233, setting the salary for
the building inspector. Ray Duncan moved to approve and pass ordinance
no. 238; motion seconded by Ed Rich and passed unanimously.
Roy Feeeman requested permission to purchase solvent, brushes for the
sweeper, repairs for conveyor, fertilizer, grass seed, 2 crosswalk sign,
grease rags' and a p'eint- gun; He uras' given Perwl�ssi'bh=, tb �u'rehAti a* 127s
items with -the exception, -of the grease rags.
Kyle Younker spoke the City Council regarding funds for a convention
center in Wenatchee: The Washington State Stadlilm tax, derived from
hotels and motels, is the source of said funds. The City is not collecting
this money at this time. He requested that East Wenatchde commit
approximately $5,000.00 per year for the next 20 years toward the
center. Councilman Duncan stated he feels the Council should study
this matter before making a committment. Neil Fuller was requested to
check the legality of such act and report to the Council.
Attorney Fuller reported he is scheduling a meeting with East Wenatchee,
Wenatchee, and The Wenatchee City Attorney on April J§j 1977 on the
