Present were Councilmen Ed Richq Darrell McNeill, Hartley Beeler, Ray Duncan; Attorney Neil Fuller and City Clerk Dorotha McGee. ' The Minutes of the previous meeting were approved ad read. Hahn(Current Expense). 110.53 Ed Rich movdd that the bills be paid with the exception of the bill from Clifford E. Hahn; motion seconded by Ray Duncan and passed by a unanimous vote. Ed Rich reported that within ten days to two weeks, an Engineer will be here from Seattle to prepare recommendations for signal lights on Main Street. Ray Duncan will check with the City of Wenatchee regarding the possible.sale of some signal lights to East Wenatchee, The Mayor requested a flood light be placed in a position to illuminate the City Hall flag. Ray Duncan moved that said light be installed; motion seconded by Darrell McNeill and passed unanimously. The Chamber of Commerce has requested that the City crew remove the Christmas lights. Darrell McNeill moved to grant said request; motion seconded by Ray Duncan and passed unanimously. Attorney Neil Fuller presented a contract with Robert Scott and the City for the next year. Said contract is for a public defender and Mr. Scott, proposes to furnish this service to the City for $140,00 per month and with the addition of an additionql attorney to the agreement. Ray Duncan made a motion that the contract be approved; seconded by Ed Rich and passed by a unanimous vote. Neil Fuller presented Ordinance No. 237 to the Council; Said ordinance repeals Ordinance 159 and establishes new regulations for a Merchant Police service within the City. After a discussion, Ed Rich moved to approve and pass Ordinance no. 237; motion seconded by Darrell McNeill and passed unanimously. The Clerk was instructed -to issue a business license to Peter Adelshoh for a Security Police & K-9 service with the provisions that he will be subject to Sections 4 and 5 of Ordinance No. 237. A discussion was held regarding the appraisal and sale of the surplus cars and pickup. The Mayor will obtain an appraisal of said vehicles. The Clerk reported that she has received an inquiry from Ebb Barr on the matter of the storm drain at 4th and "lain St. A discussion was held on what could be done to assure proper run off of surplus water. The Mayor reported that two civil service examinations have been given for Chief of Police, and as yet, no person patticipatiag in said exams ' has received a passing grade. Darrell McNeill moved toallocate$2,000.00 of the Anti -Recession Funds to the Street Dept. and $971.00 to the Park Dept.; motion seconded by Ed Rich and passed unanimously. Darrell McNeill moved that the meeting be adjourned; seconded by Ed Rich and passed by a unanimous vote. �I
