October 2, 1978
' Meeting was called to order by Mayor, Forrest Lannoye. The following
Council members were present: Darrell McNeill, Ed Rich, Ray Duncan
Hartley Beeler, Evan Sperline, Attorney Neil Fuller and City Clerk,
Peggy McArthur.
Minutes of the previous meeting were approved as presented. Motion
was made by Ray Duncan, Seconded by Hartley Beeler and passed
unanimously.
Bills and accounts were approved as presented with the exception of
$2,010.04 to S. & D. Paving for patching Grant Road - Pop Shoppe.
Roy Freeman was asked to check the square feet on this job. Motion
was made by Evan Sperline, Seconded by Ed Rich and passed unanimously.
Hartley Beeler stated he feels there should be a street light at
llth and Devon. Said he would check with the County on this.
Evan Sperline said 12 people attended the first annexation meeting.
' Those attending were enthusiastic about the program. Said he will
report more as they progress.
Mayor, Forrest Lannoye read a letter from Knobel electric stating
they will start the signal light project Oct. 9th.
Barry Dreager, State Aid Engineer and Bob Clark, Traffic Engineer
with the Department of Transportation presented the Council with
a Preliminary Agreement for maintenance of the City's Signal Lights.
After some discussion, it was agreed by the Council that the Final
Agreement not include preventive maintenance. A new agreement will
drawn up for consideration of the Council.
The City received no bids for the sale of the surplus police car.
Ray Duncan made a motion that the car be advertised in the Nickel for
Seconded by Ed Rich and passed unanimously. $550.00
Mayor, Forrest Lannoye asked the City Clerk to notify Cusicks and tell
them the Council has no objection to them tying into the storm drain
' on Grant Road between the Viking and Peter Rabbit.
Ray Duncan made a motion to appoint Evan Sperline as Mayor Pro-Tem
at the next regular Council Meeting, Oct. 16th as Mayor Lannoye
advised he would be unable to attend. Seconded by Ed Rich, and
