HomeMy WebLinkAbout9/18/1978 - City Council - City Council Meeting MinutesCouncil Meeting September 18, 1978 Meeting was called to order by Mayor, Forrest Lannoye. The following Council members were present: Darrell McNeill, Ed Rich, Ray Duncan, Hartley Beeler, Evan Sperline, Attorney Neil Fuller and City Clerk, Peggy McArthur. Minutes of the previous meeting were approved as submitted. Motion was made by Ray Duncan, seconded by Hartley Beeler and passed unanimously. Bills and accounts were approved as submitted with the exception of a voucher to S. & D. Paving in the amount of $1,645.53 for patching on Grant Road. The Mayor and street Superintendent will discuss this billing with S. & D. Paving before payment is made. Evan Sperline made the motion Seconded by Ray Duncan and passed unanimously. Ray Duncan stated that a contract is being drawn up by the State Highway Department for the maintenance of Signal lights within the City. 'Mr. Duncan also mentioned that the blinker light at 9th and Main should be included in said contract. The contract should be ready for signatures at the next Council meeting. Councilman Ray Duncan also stated that he plans to meet with G. G. Richardson, Inc. concerning the fire retardent quote for the shop. If they are unable to do the job within a reasonable amount of time, the City may have to contact someone else. Evan Sperline said the Annexation Committee will hold their first meeting, Wed. evening at 7:30. , Authorization was given by the City Council to adopt Ordinance No. 268 (setting the tax levy at $3.375 per One Thousand Dollars of assessed valuation) Motion was made by Ed Rich, seconded by Darrell McNeill and passed unanimously. The Council accepted a Permit to Construct from the State Highway Department, to modify traffic signals at Main Street and Grant Road. A Motion was made by Hartley Beeler to declare a 1973 Dodge patrol car as surplus equipment, seconded by Evan Sperline and passed unanimously. Mayor Lannoye read a letter from Employment Security concerning the termination of all CETA employees. The Council authorized to keep three CETA employees on the City Payroll through December, 1978. Motion was made by Ray Duncan, Seconded by Hartley Beeler and passed unanimously. The Council agreed to meet Sat. Sept 22nd at 1:00 P.M. to discuss budget matters. Evan Sperline suggest that the Council give some thought to a part time Mayor as he feels the Mayor puts at least that amount of time without compensation.
