Sept 6, 1978
' Meeting was called to order by Mayor, Forrest Lannoye. The following
Councilmen were present: Darrell McNeill, Ed Rich, Ray Duncan, Hartley
Beeler, Evan Sperline, Attorney Neil Fuller and City Clerk, Peggy
McArthur.
Minutes were approved as submitted. Ed Rich made motion, seconded
by Ray Duncan and passed unanimously.
Bills and accounts were approved as submitted. Motion made by
Ray Duncan, Seconded by Ed Rich and passed unanimously. The Council
suggested that before buying parts for equipment at North Central
Chevrolet or Bud Westby Motors, that the Mayor be notified before
purchasing.
Councilman, Darrell McNeill stated he would check on an outside
valve so drinking water can be obtained outside City Hall.
The Council stated they would like an itemized cost for the
' patching repairs done by S. & D. Paving so that the people responsible
for the street openings be billed and not be allowed to open another
street until restitution has been made.
Ray Duncan said he would contact the State to see if the City can
get a maintenance agreement with them for the signal lights.
Evan Sperline said the Annexation Committee has been formed and
about ready to start having meetings. He will be reporting back to
the Council concerning said meetings.
The majority of the Council agreed to the Probation Department's
proposal for their pilot program providing it looks like the City
will have the necessary monies in the preliminary budget and if the
Douglas County Commissioners agree to the Contract.
Mayor Lannoye advised the Council that Mr. Munson has written to Knobel
Electric to see what the delay is in their Contract with the City for the
signal light at 6th and Main.
' Jim Lowe complained about a neighboring business blocking the alley
behind his lumber yard. Attorney Neil Fuller said he would discuss the
matter with Officer Bill Brooks.
