June 5, 1978
'Meeting was called to order by Mayor, Forrest Lannoye. The following Councilmen were
present: Darrell McNeill, Ed Rich, Ray Duncan, Hartley Beeler, Evan Sperline, Attorney
Neil Fuller and Clerk, Peggy McArthur.
Minutes of the previous meeting were approved as submitted. Ray Duncan made motion,
Seconded by Darrell McNeill, and passed unanimously.
Bills and accounts were approved as submitted. Motion was made by Ed Rich, Seconded
by Hartley Beeler and passed unanimously.
Committee Reports:
Councilman, Darrell McNeill stated that the trees in the park will be sprayed in the
near future.
Councilman, Ed Rich asked that suggestions be presented at next Council meeting for
Six Year Road Program.
Ray Duncan stated that the City may have to call for bids again for the spraying of
fire retardant in the shop. G. G. Richardson, Inc. who submitted the low bid, March
6, 1978 apparently have been too busy to do the job as of this date. Councilman
Duncan said he would keep checking with them.
Two bids for the signal lights at Main Street and 6th Street N.E. were received by
' the following companies.
1. Knobel's Electric, 801 Tennant Lane, Yakima, Wash. ($57,826.00) less sales
tax.
2. Valley Electric, Inc. 414 South Wenatchee Ave., Wenatchee, Wash. ($60,826.00)
less sales tax.
Engineer's estimate was $50,334.00.
Authorization was given by the Council to accept the low bid of Knobel's Electric,
providing the bid meets specifications of the Engineer and is legal to accept.
Ed Rich made motion, seconded by Darrell McNeill and passed unanimously. Mayor, Forrest
Lannoye stated he was also in agreement with the decision of the Council.
Authorization was given by the Council to accept Ordinance No. 265 (Annexation proposed
by Don Telford)and presented by Frank Telford. Motion made by Darrell McNeill,
seconded by Ray Duncan and passed unanimously.
Mayor Forrest Lannoye asked Attorney Neil Fuller if he would check into wheather the
City has to pay sales tax on signal lights.
Authorization was given by the Council to accept Ordinance No. 266 (dealing with parking
and turning lanes on Grant Road. Motion was made by Ray Duncan, seconded by Ed Rich
and passed unanimously.
