The following were present: Darrell McNeill, Ed Rich, Hartley Beeler. Ray Duncan, Evan Sperline, Attorney Neil Fuller and Peggy McArthur, Clerk. Minutes of the previous meeting were approved as submitted. Ray Duncan made motion, Seconded by Ed Rich and passed unanimously. Bills and accounts were approved as presented. Ray Duncan made motion, Seconded by Darrell McNeill and passed unanimously. Proposed Formation of a Boundary Review Board for Douglas County was discussed. Councilman Evan Sperline gave his thoughts on the Review Board after much research. Said he would provide more detailed information at the next Council meeting. The Board of County Commissions have asked for a response by May 15th, at which time they intend to hold a public Hearing soon after. Mayor Lannoye suggested each Council member look into it further and make their decision. Authorization was given by the Council for the sale of a Sears tractor/mower to Clyde Simmons for $352.00. Other bids were: Mel Shea, $76.00 and Henry Webster $261.00. Motion was made by Ray Duncan to sell to highest bidder, Seconded by Ed Rich and passed unanimously. ' Authorization was given by the Council to accept the low bid by S & 0 Paving For construction of Simon Street. Ray Duncan made motion to accept S & D Paving Company bid in the amount of $24,531.39 (includes sales tax), Seconded by Ed Rich and passed unanimously. Other bid came from Morrill Asphalt Paving Company, Inc., for $28,449.51, (tax included). Authorization was given by the City Council to adopt Resolution 78-3 establishing a Petty Cas, Fund for the City of East Wenatch:e in the amount of $200.00. Motion ma_e by Ray Duncan, Seconded by Evan Sperline and passed unanimously. City Clerk was asked by Mayor Lannoye to put Signal light on May 1,fth agenda at which time the Council could possibly be prepared to call for bids. Mayor Lannoye asked that Council members try to be available early to look over blue prints. Don Telford's request for annexation of a portion of First street and McGee was not acted upon at this time. Mayor Lannoye suggested that Mr. Telford produce a petition at next meeting if he so desired.
