Present were Councilmen, Ray Duncan, Darrell McNeill, Hartley Beeler, Ed Rich, Evan Sperline and Peggy Petersen, Cler. There was a correction to the previous minutes by Councilman, Evan Sperline (Purchase of four lots by City) Authorization was given by the City Council for the purchase of said lots and that in the immediate future said lots will be used for off-street parking. Bills were approved as presented with a question on 2 bills from Elder Auto parts which were 1977 bills. The council agreed that since these were probably due to an administrative error, these bills should be paid. Ed Rich moved that all bills be paid, seconded by Evan Sperline and passed Unanimously. Ed Rich said there will be a traffic safety meeting with Douglas County which he plans to attend Feb. 23, 1978. There were no other committee reports. The City Council approved the authorization to purchase a F.M.C. (Wayne) sweeper from Modern Machinery for $29,483.03. other bids were: Truckweld $36,439.22 31,445.92 Fray 32,927.75 Sahlberg 31,818.36 Councilman Sperline asked if this sweeper would meet the Wash. State Specifications. Councilman Duncan felt that all sweepers bid would meet State Specs. Duncan said he received a letter from Modern Machinery 'stating the delivery date would be April 1, 1978. Motion was made by Ed Rich and seconded by Hartley Beeler to purchase this sweeper, passed unanimously. Mayor Lannoye thanked Ray Duncan for contacting the various companies who submitted bids and the time involved in compilinq the bids. Mayor Lannoye said he had contacted Munson Engineering to finish survey on Simon Street. They will find the 4 corners of the City right of way for not more than $200.00. Simon Street will be able to continue projectively in its present location right up to Highline Drive. Mayor Lannoye said he would like the Council to O.K. a set fee to Hale & Long for rough grading of Simon Street. Recommend the City pay $1,875.00 and Mr. Hale absorb the balance. The City would then be able to call for bids on ballast and blacktop -and stay within the 30,000.00 budgeted for this construction. Evan Sperling made a motion that 1,875.00 be spent for rough grading, seconded by Ed Rich, passed unanimoulsy. Hopefully the City can call for bids for the ballast and blacktopping at fiieir next regular meeting. Councilman Duncan said he had checked in to a fire resistant substance for the walls and eeilingof the city shop. Had only been able to contact one company out of Moses Lake that does this work. Their quote was $2,470.00 plus tax. Duncan said he would look into this further. May call for bids in two weeks if a company cannot be found who will do it 'under $2,000.00. There was a suggestion that sheet rock may be cheaper. Mayor Lannoye declared the week of February 27th through March 5th Heart Fund Week. 1 X ai AgTO zoAEW 'ATsnowTueun passed 'uEounQ AeH Aq papuooas 'uznoCpp oq uoTgow E apew za[aag AaTq pH 'ssauTsnq zaggzn; ou buTeq azagy ' 'papaau gDavasaz azoW awrq sTgq qE aRO aOTTOd aqq uo uoTSTOap a aXew Oq qou papTOap seM qI •gabpnq 8L6T agq uT zo; pagabpnq azaM swan;;un pup saTTddns pca'quawdTnba ;o asegoand agq pTes AgaTx aeOT990 •ATsnowTueun passed 'zaiaag AaTq.zeH Aq papuooaS 'uEounQ AEH Aq apew seM un.goW '00'000'ZS paeoxe oq qou qnq paTapowaz aq uoT;E;s OOTTod aqq gpgq papu9ww0092 20AEW 'TTEH aOTTod agq ;O buTTapowaz Pup zeO aoTTod 'sOTTddns 'quawdTnba ao; buTXse quawgzedea aoTpd aqq woz; gsanbaz E seM azagL 'uaszagad Abbad XzaTO pup auTTzads uvAg 'upwTTOunOD 'OAouueq aOAew 'papnTOuT gOTgM zauTutexg aqq Aq aouaza;uoO grpnV gsod aqq ;o uorssnosTp awns seM azags ATsnowTupun passed •quawdTnba STgq asegOznd oq gOTH pg Aq papuooas 'TTTONOW TTaaalea Aq apew seM uoTgoW •aOT;;O s,XzaTO 20; allTgoew burppe pup .zagTzMaddq OTa40aTO up asego.znd oq uoTssTwzad s,TTOunoO aqq paXsE OAouuEZ zOAEW 'W'd 00=8 qE 'LL6T '9 gOaeW pTaq aq TTTM buTzeaH OTTgnd V 'ATsnowTueun passed 'aaTaag AOTgaeH Aq papuooas 'pagdaoop aq uoTgpxauuE pTes gegq TTTaNOW TTaaaRU Aq apew seM uorgoW •gspM 'aagOgeuaM gsEH 'TTEH AgTO 'OTT; uo uorgTgad 'aTEH XOeP Aq TTOunoO agq oq paquasazd seM uoTgexauuv zo; uOTgTgad V ' 'ATsnOwTupun passed 'gOTH pS Aq papuooas 'suoTgppuawwoOaz suoTSSTwwOO buTuupTd aq-4 gdaOOp oq uoTgow a apew uEounQ AEH •saaumO pupT Up 3o sazngeubTs pup pagOeggp dew ggTM uOTgTgad TEuT; paquasead aTeH XOei' •uoTssrwwo0 buTuuETd aqq Aq puawwooaz sp •TeTquapTsaH Z-H pauoz aq 'W'M'3 OZH 'NZZZ '£T uorgoas 90 gETd s,Auedwo0 pueZ aagOgpuaM gsva '00T q0Z uT eazp gegq pup O TvZoaawwo0 pauoz aq oq TTunoO aq-4Aqpanoadde seM '4'M'3 OZH 'NZZZ 'ET-UOT409S 90 geTd s,AuEdwoO pueZ aagogeuaM gseg 89 q0Z uT eaze gEgy CURRENT EXPENSE Warren Garham & Lamont Chelan -Douglas Health BILLS SUBMITTED FOR PAYMENT Feb. 20, 1978 1978 Law Digest Ser.
