The regular meeting of the East Wenatchee City Council was called
to orde by Mayor Forrest Lannoye. Present were Councilmen Ray
Duncan, Darrell McNeill, Ed Rich, Hartley Beeler, Attorney Neil
Fuller and Clerk Peggy Petersen.
The minutes of the previous meetinq were approved as read.
The bills were presented to the Council as follows:

Ed Rich made the motion tkat bills be paid, seconded by Ray Duncan.
and passed unanimously.
Chief Gary Shaw asked that if monies were availa ble from the
1977 Budget, that small bills incurred by the officers and himself
for attending schools be reimbursed. Mayor Forrest Lannoye stated
that these bills should have been presented at the December meeting.
Ed Rich made the motion not to include personal bills incurred by
the Reserve and Regular Officers, Ray Duncan seconded the motin and
it was passed by a majority vote, with Darrell McNeill abstaining.
Mayor Lannoye stated that storm drains on llth and Baker are plugged
but will be taken care of after tle water quits running.
' Councilman Hartley Beeler stated he will check with P.U.D. and see
if street lights can be turned back on now that there should not
be as much concern about conserving energy.
Councilman, Ray Duncan checked into street sweepers for the street
dept. He advised that bids should not be written around one machine
but he suggested it be left wide open for bids. He felt the City
can expect three or four bids which will meet specs. Mayor Lannoye
suggested the Call for Bids for the sweeper be advertised the latter
part of theweek and the bid opening be the First Monday in February.
Motion was made by Ray Duncan, Seconded by Ed Rich and passed
unanimously.
Ordinance No. 256 was repealed by Ordinance No. 259, Motion by
Hartley Beeler, seconded by Ed Rich and passed unamimously.
An Ordinance repealing Ordinance Nos. 151 and 199 was presented.
Motion to repeal the Ordinance was made by Darrell McNeill and
seconded by Ed Rich and passed unamimously.
Mayor Lannoye presented a letter from Jeffery Adamson requesting
an appointment to the vacant seat on the Council. Mayor Lannoye
stated that the position was open but would appreciate the Council
waiting for their decision until after the Hearing for Evan Sperline.
No action was taken.
Mayor Lannoye commented on the State Auditor's cash audit. An
overage of $1.01 has been adjusted.
January 16, 1978
Mayor Lannoye presented a letter from Pangborn Field asking for
' the City's support for Certification of Cascade Airways by
Civil Aeroneutics Board. Motion was made to support this
certification by Darrell McNeill and seconded by Ed Rich and
passed unamimously. Mayor Lannoye asked the Clerk to write a
supporting letter.
Bob Barr of Center Investments stated the opening of the new stores
in the Mall will open approximately March 15th.
There was a discussion about traffic lights going into the Mall.
Mayor Lannoye said hopefully something will be done before the
next big Christmas rush.
Gary Shaw introduced the new CETA officer, Richard Perkins.
Hartley Beeler moved that the meeting be adjurned; seconded by
Ray Duncan, and passed by a unamimous vote.
