The regular meeting of the East Wenatchee City Council was called
to order by Mayor Ed Rich. Present were Councilmen Forrest Lannoye, '
Hartley Beeler, Darrell McNeill; Attorney Neil Fuller and Clerk
Dorotha McGee,
Mayor Ed Rich announced that the first item of business would be the
appointment of a Mayor for the 2 year unexpiredterm. Darrell McNeill
made a motion that Forrest Lannoye be appointed Mayor; motion
seconded by Hartley Beeler. Forrest Lannoye nominated Ed Rich for the
Mayor position. Mr. Rich declined to accept the nomination. Mr.
Lannoye reported that he had discussed with Councilman Duncan the
possibility of Councilman Duncan serving as j°ayor, but that he was not
willing to do so. Mr. Lannoye stated that he would accept the nomination
under the condition that if the Court decides that Evan Sperline is
legally the Mayor, he be re=appointed to his council position. Evan
Sperline requested the Council not appoint a mayor for 2 weeks. He also
requested the Council appoint him as Mayor. Statements in favor of
the appointment of Evan Sperline were made by Dean Welch and Bob Barr,
and questions as to why the Council resisted appointing Mr. Sperline
were asked by Don McKenna. Mayor Rich and Councilman Lannoye explained
the position of the City on this matter. Mayor Rich requested a vote of
the Council on the motion and second for Mr. Lannoye for Mayor, and the
motion was passed by a Majority vote, with Mr. Lannoye abstaining.
The minutes of the previous meeting were approved as read.
A public hearing was held on the application of Wanda Martin Arndt '
for a rezoning of property from R-2 to Commercial. After a discussion
regarding the previous hearing before the Planning Commission,
Darrell McNeill suggested that the area on 9th street and 200feet
south of 9th be rezoned. After further discussion the Council decided
to deny the request for rezoneof the area as requested in the application,
and requested Mrs, Arndt re -submit a request to the Planning Commission
for the smaller area.
Neil Fuller presented Ordinance no. 258 to the Mayor and Council. Said
Ordinance relates to amending Ordinance no. 256. Ed Rich made a motion
to approve and adopt Ordinance no. 258; motion seconded by Darrell
McNeill and passed unanimously.
Ed Rich reported that a letter had been forwarded to the Highway
Department regarding the absence of lighting on the bridge and approaches
and that such lighting was now in effect.
Mayor Lannoye presented a request for promotion of Dennis Endres to
Patrolman 3rd Class. Ed Rich moved that said promotion be granted;
seconded by Darrell McNeill and passed unanimously.
The Council approved the

Forrest Lannoye made a motion that the meeting be adjourned;
motion seconded by Darrell McNeill and passed unanimously.
