Dec. 17, 1979
Meeting was called to order by Mayor, Forrest Lannoye. Councilmen present were as
follows: Hartley Beeler, Ray Duncan, Darrell McNeill and Ed Rich. Attorney, Neil
Fuller and City Clerk, Peggy McArthur.
Minutes of the previous meeting were approved as presented. Motion was made by Darrell
McNeill, seconded by Ray Duncan and passed unanimously.
Bills and accounts were approved as submitted. The Council accepted Rusty Shaw's
resignation and approved paying him for half of the month. Motion was made by Hartley
Beeler, seconded by Darrell McNeill and passed unanimously.
There was some discussion about a light that is out at 6th and Valley Mall Parkway.
Hartley Beeler said he would check into it.
Ordinance No. 288, amending Ordinance No. 272 was adopted by the Council. Motion was
made by Ray Duncan, seconded by Darrell McNeill and passed unanimously.
Attorney Neil Fuller said he had received an Orde/r,00ff Dismissal with Predjudice from
Knobel Electric's Attorney. This Order dismisse@ ail-c aims for payment against the
' City for the signal light at 6th and Valley Mall Parkway.
Attorney Neil Fuller said he had discovered that the notice of intent to annex the
Clover Leaf on the East Wenatchee side of the bridge had not been sent to the Douglas
County Planning Office. He said he would deliver same Tuesday.
Ordinance No. 290 (1980 Salary Ordinance) was adopted by the Council with the Chief of
Police salary set at 1,500.00 per month and the position of Lieutenant being changed to
Sargeant/Investigator at 1,400.00 monthly. The Mayor stated a Civil Service examine will
be given after the first of the year for Chief of Police and hopefully the position can
be filled by the First of March. Motion was made by Ray Duncan to adopt the salary
ordinance, seconded by Ed Rich and passed unanimously.
The Council was in unanimous agreement to split sales tax revenue and property tax
revenue between current expense and street. 60 percent will go to current expense
and 40 percent to street. Motion was made by Ray Duncan, seconded by Hartley Beeler
and passed unanimously.
'Authorization was given by the Council to give the City employees the day before
Christmas off. Motion was made by Ray Duncan, seconded by Ed Rich and passed
unanimously.
Mayor Lannoye read a letter from the Chelan -Douglas Community Action Council. Anyone
in need of heating fuel for the winter should contact the Community Action Council.
