' Dec. 3, 1979
Meeting was called to order by Mayor, Forrest Lannoye. Councilmen present were as
follows: Ed Rich, Hartley Beeler, Ray Duncan and Darrell McNeill. Attorney Neil
Fuller and City Clerk, Peggy McArthur.
Minutes of the previous meeting were approved as submitted. Motion was made by
Ray Duncan, seconded by Hartley Beeler and passed unanimously.
Bills and accounts were approved as submitted. The Council questioned again the
bill to North Central Chevrolet and after some discussion, the Council approved the
payment. Motion was made by Hartley Beeler to accept all bills, seconded by
Darrell McNeill and passed unanimously.
Ed Rich asked Mayor Lannoye if he would check into the purchase of gravel for the
City lots on Valley Mall Parkway as he is out of Town during the week and would not
have an opportunity to do so.
'Hartley Beeler said he had checked with P.U.D. concerning street lights that were
reported out. The P.U.D. is waiting for parts for the light at 5th & Baker.
The Council agreed to include 30.00 per month in the 1980 budget for car washes
at Kayo's Car Wash.
Mayor Lannoye read a letter from the City of Wenatchee for contract for services.
The Council agreed to pay 350.00 per month for dispatch services and 15.00 per
day for custodial care for 1980. The City of Wenatchee is also requesting a contract
to save harmless and indemnify them from lawsuits and be named as an additional
insured on the City's false arrest policy. The Council will look in to this request
to see what the additional coverage will cost the City before drawing up an agreement.
Ordinance 287 (declaring an emergency for expenditures) was adopted by the Council.
There being no persons against the emergency budget, Ray Duncan made a motion to
adopt the Ordinance, seconded by Ed Rich and passed unanimously.
Ordinance No. 288 (amending ordinance No. 272) was presented to the Council and will
be put on the Dec. 17th agenda for adoption by the Council.
'Authorization was given to H. K. Ramey to tie into the storm drain on Grant Road
for his business on Eastmont. Motion was made by Ed Rich, seconded by Ray Duncan
and passed unanimously.
