April 16, 1979
Meeting was called to order by Mayor, Forrest Lannoye. Council members present
were: Hartley Beeler, Ray Duncan, Ed Rich and Darrell McNeill. City Attorney
Neil Fuller and City Clerk, Peggy McArthur.
Minutes of the previous meeting were approved as presented. Motion was made by
Ray Duncan, seconded by Darrell McNeill and passed unanimously.
Bills and accounts were approved with the exception of a voucher to James Drewlow
in the amount of $225.00 for Judge Pro-Tem. This fee was to be submitted @ 40.00
per hr. and deducted from the monthly salary paid to the Municipal Court Judge per
Ordinance No. 274. Motion was made by Ray Duncan, seconded by Ed Rich and passed
unanimously.
The Council suggested the police Dept. check with Norcom Radio & Electronics for
any future repair work to radios.
The Council declined the bid from Valley Tractor for a tractor - Mower/Loader.
' The bid was much more than what had been budgeted for a tractor. Ray Duncan
made the motion, seconded by Ed Rich and passed unanimously.
The Council asked Ray Duncan if he would continue searching for a used tractor
that would be suitable for the needs of the City and call for bids again.
Ray Duncan introduced Stephen Amend, Representative from 3-M Company, to the
Council. Mr. Amend said he would like to come back at a later date and perhaps
show a film on traffic control devices which would probably be of interest to the
City. Mayor, Lannoye thanked Mr. Amend for his interest and concern in the City's
Signal light problems.
The Council agreed to use the Douglas County Road Department's traffic counter so
a traffic count can be used to synchronise the traffic light at 5th & Main. The
request came from the Department of Transportation.
Mayor Lannoye stated the City would be receiving a letter from the Douglas County
Sewer District concerning the sewer line in the lot on Main St. owned by the City.
The Council recommended that the City go ahead with their plans of blacktopping
and using the lot for parking. Mayor Lannoye said the Sewer District is asking
for 50% of the cost. The matter will be discussed at a later date.
There was more discussion about the flooding & Draining problems the County &
City have. The Council suggested looking into other solutions that might take care
