Jan. 3, 1979
Meeting was called to order by Mayor, Forrest Lannoye. Council
members present were as follows: Hartley Beeler, Ray Duncan,
Ed Rich and Darrell McNeill. City Attorney Neil Fuller and City
Clerk Peggy McArthur.
Minutes of the previous meeting were adopted as presented. Motion
was made by Ray Duncan, seconded by Darrell McNeill and passed
unanimously.
Bills and accounts were approved as presented. Motion was made by
Ed Rich, seconded by Darrell McNeill and passed unanimously.

Darrell McNeill stated he would like to see the parking
behind City
hall started as
soon as the weather breaks.

Lannoye asked
Officer, Harold Kirby to check into
an accident
that happened at
5th and Main. There was some question
to whether
the signal light
was working at the time.
The Council authorized the appointment of William C. Millett as
City Planning Consultant. Motion was made by Ray Duncan, seconded
by Ed Rich and passed unanimously.
Maintenance of police vehicles was discussed. A decision was made
to have the street department employees do minor maintenance jobs.
The street department supervisor will keep a log of hours spend
on such maintenance. The police department will pay the street
department for parts and labor.
The signal light at 6th and Main was again discussed. Progress is
slow.
The Council authorized the appointment of Charles Walker to fill
the unexpired Council seat left by Evan Sperline's resignation.
