HomeMy WebLinkAbout12/15/1980 - City Council - City Council Meeting MinutesCOUNCIL MEETING Dec. 15, 1980 Councilmen present: Ray Duncan, Ed Rich, Hartley Beeler, John Pflugrath and Darrell McNeill. Attorney Neil Fuller and City Clerk, Peggy McArthur. Meeting was called to order by Mayor, Forrest Lannoye. Minutes of the previous meeting were approved as presented. Motion was made by Ray Duncan, seconded by John Pflugrath and passed unanimously. Bills and accounts were approved as submitted. Motion was made by John Pflugrath, seconded by Hartley Beeler and passed unanimously. There was some discussion about people putting snow back on to the streets after the streets have been plowed. Mayor Lannoye said Chief Brooks had talked to some of the violators concerning this matter. Mayor Lannoye explained that the City Council will approve payment to the Wenatchee Area Vistors Convention Bureau of 800.00 in 1981 only if they change some their policies during the year concerning membership. A Public Hearing was held on the Preliminary 1980 Amended Budget. There being no oppositon from the public the final budget hearing for said amended budget was set for Dec. 22, 1980. Authorization was given by the Council to split sales & property tax revenues 60 percent to current expense and 40 percent to street for 1981. Motion was made by Darrell McNeill, seconded by Ed Rich and passed unanimously. The Council adopted Ordinance No. 299 (depleting the cummulative park fund) Motion was made by Ray Duncan, seconded by Hartley Beeler and passed unanimously. The City Council adopted Ordinance No. 300 (Establishing a City Administrator) with one change, that the city administrator must be a City resident. Motion was made by Ray Duncan, seconded by John Pflugrath and passed unanimously. The Council adopted Ordinance No. 301 (1981 Salary Ordinance) Motion was made by Ray Duncan, seconded by Darrell McNeill and passed unanimously. The Council adopted Ordinance 302 (Final 1981 Budget) Motion was made by Ray Duncan, seconded by John Pflugrath and passed unanimously. The Council adopted Ordinance 303 (Sale & Display of Drug Paraphernali a) Motion was made by Darrell McNeill, seconded by Ed Rich and passed unanimously. The Council adopted Ordinance No. 304 (Imposing & Levying and Admission Tax) Motion was made by Ray Duncan, seconded by Hartley Beeler and passed unanimously. ' Three Council members , Darrell McNeill, Ray Duncan and Ed Rich were against adopting an Ordinance imposing an occupational tax on P.U.D. Two members were for such an ordinance, John Pflugrath and Hartley Beeler.
