Meeting was called to order by Mayor, Forrest Lannoye.
Minutes of the previous meeting were approved as presented. Motion was made by
Ray Duncan, seconded by Darrell McNeill and passed unanimously.
Bills and accounts were approved as submitted. Motion was made by Ray Duncan,
seconded by Darrell McNeill and passed unanimously.
Ray Duncan said he is not ready as yet to call for bids for a tamper and roller but
does have a machine in mind.
Neil Fuller said he had drafted several ordinances for the Council's consideration.
An Ordinance relating to gambling, Ordinance relating to Business licenses, rentals,
amusement devices, peddler license, etc., Ordinance pertaining to drug Paraphernalia
and an ordinance establishing a position of Administrative Assistant for the City.
The City Clerk was asked to make copies of these ordinances for each council member
prior to the next meeting for their review. These ordinances will be considered at
the Dec. 15th meeting.
Mayor Lannoye asked the public if they had any comments concerning the budget and the
relationship of revenue sharing entitlement funds to the budget. There was no input
'from the public so the funds will be used as proposed in the preliminary budget.
Mayor Lannoye discussed with the council, a letter attorney Neil Fuller sent to the
Municipal Research and Services Center of Wash. in reference to a prosecuting appeal
from Muncipal Court to Superior Court. Superior Court collected the funds and
deposited them in the general fund for Douglas County rather then transferring the
funds back to the Municipal Court. He has not received an answer as of this date.
Mayor Lannoye read a letter from the Department of Revenue stating that the City had
been shorted 2,961.29 in Hotel/Motel tax and it would be sent with the next allocation.
Mayor Lannoye stated this will be another hardship on the 1981 budget.
Mayor Lannoye read a letter from the East Wenatchee District Chamber of Commerce.
They asked the City for expected Stadium Fund monies for 1981 to be used for encourage-
ment of tourism in the East Wenatchee area. The Council authorized that the monies
collected by the City for 1981 be distributed to the East Wenatchee District Chamber
of Commerce. Motion was made by John Pflugrath, seconded by Darrell McNeill and passed
unanimously. Mayor Lannoye asked the City Clerk to write to the City of Wenatchee
stating that the agreement will terminate as of 1980 and the Council will consider
renegotiating this agreement in the future of the City of Wenatchee can justify its
need.
Howard Turner, financial director with the Wenatchee Area Chamber of Commerce read
a Basic Budget Philosophy for fiscal year 1981 prepared by the Chamber. Their Board
of Directors objected to the use of Federal Shared Revenue monies to balance the
'budget, suggested reduction in force and suggested contracting with other local
governments for services. Mayor Lannoye thanked Mr. Turner for his presentation.
Mary Jacobson, representing the Wenatchee Area Convention Bureau, again asked the
Council to consider budgeting 800.00 for thier services. The Council agreed to include
this sum in the final budget. However, Mayor Lannoye asked to attend the Board's
