Nov. 17, 1980
Councilmen Present: Ray Duncan, Darrell McNeill and Hartley Beeler. I
Attorney Neil Fuller and City Clerk, Peggy McArthur.
Minutes of the previous meeting were approved as presented. Motion was made by
Darrell McNeill, seconded by Ray Duncan and passed unanimously.
Bills and accounts were approved as submitted. Motion was made by Ray Duncan,
seconded by Hartley Beeler and passed unanimously.
Authorization was given by the Council to adopt Resolution No. 80-5 (Joint Transportation
Feasibility Study) Motion was made by Ray Duncan, seconded by Darrell McNeill and passed
unanimously.
The Council appointed Richard McGraw as the City's representive on the advisory Committee
for the Transportation Study. The City Clerk was asked to advise the Board of County
Commissioners of this appointment.
Neil Fuller discussed with the Council a Resolution he had drafted pertaining to
utility taxes. There was also more discussion about amusement taxes etc. Neil was
asked to draft a new ordinance repealing ordinances 54, 68 and 102 and send them
to the Council for their review before the next meeting. Neil stated he would also
draft an admission tax ordinance for the Council's consideration. There was some
discussion concerning a local sales tax. The Council stated they would rather not
' impose such a tax at this time.
The Council discussed a letter which they received from the East Wenatchee Chamber of
Commerce urging the City to adopt an Ordinance which would either elimate or restrict
the sale of drug paraphernalia inside the city limits. Neil was asked to draft an
ordinance and present it at the next meeting.
Bob Sumbardo and Mary Jacobsen, representing the Wenatchee Area Visitor & Convention
Bureau were present. Mr. Sambardo apologized for not submitting a request for 800.00
form the City prior to the preliminary budget as has been done in the past and asked
if the Council would consider this figure in their final budget. The Council stated
they would take it under advisement and made a decision at the next council meeting.
Mayor Lannoye asked the Council if they would consider appointing an Administrator
for the City. He stated that due to his health, he can no longer carry out all of the
duties of a Mayor. Neil Fuller said he could see no reason why an administrator could
not be appointed by the Council.
Mayor Lannoye stated that Dick McGraw would consider this appointment. He now lives
in the City and has time to attend meetings, etc. The Council was asked to give this
some thought before the next meeting.
There being no further business, Hartley Beeler made a motion that the meeting be
adjourned, seconded by Ray Duncan and passed unanimously. q
