Sept. 3, 1980
Councilmen present were as follows: John Pflugrath, Hartley Beeler, Ray Duncan,
Darrell McNeill and Ed Rich. Attorney Neil Fuller and City Clerk, Peggy McArthur.
Meeting was called to Order by Mayor Forrest Lannoye.
Minutes of the previous meeting were approved as submitted. Motion was made by Ray
Duncan, seconded by Darrell McNeill and passed unanimously.
Bills and accounts were approved as submitted with the follow deletions: Voucher
to Neil Fuller to be held until reviewed, voucher to Wash. State Assn. for Court
Clerks and Voucher to Assn. of Wash. Cities. Voucher to Western Refrigeration to
be paid with City Hall Funds. Motion was made by John Pflugrath, seconded by
Ed Rich and passed unanimously.
Councilman, Darrell McNeill complimented the Street Department on the new sign in the
park made by Ron Lannoye and Bob Goodman.
The street department loader was discussed at length. The Council told Ray Duncan
to use his own judgement in having the transmission repaired. Ray said he was waiting
to hear if they can locate a transmission or may have to have the machine hauled to
Spokane and have the transmission rebuilt.
Mayor Lannoye & John Pflugrath gave the Council a briefing on the Emergency Service
meeting they attended. It was predicted the cost to the City for 1981 would be
1.28 per capita. The City of Wenatchee may set up their own emergency services and
invited the City to join with them if they set up a program.
Authorization was given by the Council to adopt Ordinance No. 297 (The 1979 Uniform
Plumbing Code) Motion was made by Ed Rich, seconded by Ray Duncan and passed
unanimously.
Mayor Lannoye turned over a letter concerning flood control to Attorney Neil Fuller
to answer.
Authorization was given by the Council to establish a Board of Appeals for the Uniform
Fire Code and Uniform Bldg. Code. Named to the Board are as follows: Ray Monsey,
Peter Ringarud, Phil Schober, Dan Murphy and Larry Howard. Motion was made by Darrell
McNeill, seconded by Ed Rich and passed unanimously.
