JUNE 2, 1980
1 Councilmen present were as follows: John Pflugrath, Hartley Beeler, Ray Duncan,
Darrell McNeill and Ed Rich.
Darrell McNeill made a motion to appoint Ed Rich as Mayor Pro Tem in the absence
of Mayor, Forrest Lannoye.
Ed Rich called the meeting to order.
Minutes of the last meeting were approved as presented. Motion was made by Ray
Duncan, seconded by John Pflugrath and passed unanamiously.
Bills and accounts were approved as submitted. The voucher to Seco Equip. Co.
for 156.44 to come out of the Accumulative Storm Drain Fund and a voucher to
S. & D. Paving in the amount of 5,716.00 to come out of the Arterial Street Fund.
Motion was made by Darrell McNeill, seconded by John Pflugrath and passed unanimously.

Dan also talked about a problem they are having by Kayo's Service Station. Dan said
he is not too sure who is responsible for the damage. This problem was created
when commercial development went in and a manhole was not put in by the contractor
in 1972 or 1973. This matter will be looked into further by the Council. Dan also
said there was a need for a catch basin in 4th street.
John Pflugrath presented the Council with a copy of the proposed six year road program
for their review.
Hartley Beeler said he has asked P.U.D. for a credit on Street light No. 27.
Four bids were opened for heating and cooling units for City Hall. Ace Metal
4,895.00 - Alternate # I 5,794.00. Western Refrigeration 4,150.00 plus option
of 420.00. Wells and Wade 6,960.00 - alternate No. I 8,142.00. Sears 5,862.79
'plus option of 661.48. The Council will award the bid at their June 16th meeting .
The Council discussed the purchase of Louden Gallery for a City Library. After
much discussion, the matter was tabled.
The Council discussed the annexation of 9th St. from Hamilton to Baker and from
