April 21, 1980
'Meeting was called to order by Mayor,
follows: Ray Duncan, John Pflugrath,
Fuller and City Clerk, Peggy McArthur.
Forrest Lannoye. Councilmen present were as
Ed Rich and Hartley Beeler. Attorney, Neil
Minutes of the previous meeting were approved as presented. Motion was made by
John Pflugrath, seconded by Ray Duncan and passed unanimously.
Bills and accounts were approved as submitted. Motion was made by Ed Rich,
seconded by Hartley Beeler and passed unanimously.
The Council discussed again the resurfacing of Greenbriar, Clerments Circle and
Colorado streets. Councilmen Ed Rich and John Pflugrath brought to the attention
of the Council that Colorado Street is not a dedicated City Street and it was suggested
by John Pflugrath that until the City Attorney has researched the legality of the
City doing maintenance and repairs on a privately owned street that nothing more
be done.
There being no persons for or against the Annexation of the Clover Leaf Exchange on
the East Side of the Bridge, the Council adopted Ordinance No. 294. Said Ordinance
will take affect the 6th day of June, 1980. Motion was made by John Pflugrath, seconded
by Ed Rich and passed unanimously.
It was decided by the Council not to call for bids for the resurfacing of Clements
Circle at this time because of lack of funds for construction in the 1980 budget.
' Authorization was given by the Council to call for bids for the resurfacing of a
portion of Greenbriar. Bids to be opened May 19th. Motion was made by Ed Rich
seconded by Ray Duncan and passed unanimously.
Authorization was given by the Council to obtain Public Officials Liability Ins.
through Libke, Jones and Mitchell, Inc. for all elected and appointed city officials.
The Cost being 1,998.00 for one year. Motion was made by Ray Duncan, seconded by
John Pflugrath and passed unanimously.
The Council unanimously voted to increase the fees for City Business Licenses
beginning July 1, 1980. The fee schedule will be the same as Wenatchee presently
charges. There is to be a 20% delinquent charge after 45 days and a penalty clause
for not obtaining a license. Attorney Neil Fuller was asked to draft the new
Ordinance. Motion was made by Ray Duncan, seconded by Ed Rich and passed unanimously.
Councilman Pflugrath was asked to get quotes for a heating and air conditioning
unit for City Hall. John stated he would check on both gas and electric furnances
to see which would be most applicable for the City.
Mayor Lannoye advised the Council that there will be a meeting April 25th at 7:00 P.M.
with the Board of County Commissioners to discuss the County and City joining in a
Flood Control District. He asked that all Councilmen try to attend.
Mayor Lannoye read a letter written by Chief Brooks to the Regional Gambling Investigator
pertaining to a gambling license applied for by the Family Recreation Center. The
Council stated they are opposed to having another gambling establishment within a two
block radius. It was the consensus of the Council that the Family Recreation Center
was to be strictly a place to play pool and games.
