Mar. 17, 1980
Meeting was called to order by Mayor, Forrest Lannoye. Council Members present were
Hartley Beeler, Ray Duncan, John Pflugrath, Darrell McNeill and Ed Rich. City Attorney,
Neil Fuller and City Clerk, Peggy McArthur.
Minutes of the previous meeting were approved as submitted. Motion was made by
Ed Rich, seconded by John Pflugrath and passed unanimously.
Bills and accounts were approved as presented. Motion was made by Ed Rich, seconded
by Hartley Beeler and passed unanimously.
Darrell McNeill presented a quote from Leon's Spray Service for topping, trimming and
removing dead limbs from trees in the park. The Council agreed to request additional
quotes before making a decision.
Danny Reeves asked if it would be possible to resurface Greenbriar this year rather
than llth to Baker. lie said it was so broken up he felt it could not be patched.
Ed Rich said he would look at it.
There was some discussion about the County stripping for the City this Spring at the
cost of 30.00 per hour if the City furnishes the paint. The Council asked Dan Reeves
'to get an estimate on what they would charge if the County supplies the paint. The
City wants the stripping done by the 1st of May.
Hartley Beeler said he would check with P.U.D. about 2 street lights that have been
out for quite some time. Also he will ask if the City is being charged for these
two lights.
Mayor Lannoye said the sander should be approximately 80.00 less than the bid price as
some of the equipment was not needed.
Bob Mitchell from Libke, Jones and Mitchell, Inc. said their company has agreed to
name the Department of Transportation in the City's liability Ins. for maintenance
of City signal lights for an additional 100.00 per year premimum. Also, Mr. Mitchell
talked to the Council about Public Official Liability Ins. He said he would
give a cost estimate after he receives the necessary information from the City Clerk.
Parking Ordinance No. 275 was discussed. The Ordinance states one hour parking on
9th St. The Council agreed since there are only 3 or 4 parking spaces and it has
not been posted it should not be enforced until they decide what the parking
regulations should be and update the Ordinance. All other parking in the City limits
is two hour parking.
Bill Millett, Planning Consultant, asked the Council if they would support his position
on the Board of Adjustment. He claims many of the variance procedures have been too
