Feb. 4, 1980
Councilmen present as follows: Darrell McNeill, Ray Duncan, John Pflugrath,
Hartley Beeler and Ed Rich. Attorney Neil Fuller and City Clerk, Peggy McArthur.
Motion was made by Darrell McNeill to appoint Ray Duncan as Mayor Pro-tem in
the absence of Mayor, Forrest Lannoye. Seconded by John Pflugrath and passed
unanimously.
Meeting was called to order by Mayor Pro-tem, Ray Duncan.
Minutes of the previous meeting were approved as presented. Motion was made by
John Pflugrath, seconded by Ed Rich and passed unanimously.
Bills and accounts were approved as submitted. Motion was made by Hartley
Beeler, seconded by Darrell McNeill and passed unanimously.
Councilman Ed Rich suggested to the Council that it might be advantageous to
hire someone from the County Road Department to help fill out Urban Arterial
' Board forms. These forms are getting more detailed and complicated. The
City Clerk told the Council that Richard Sele, Douglas County Associate Engineer
had suggested the City retain one of their personnel who is very knowledgeable
in this area. The Eouncil asked the City Clerk to check into what the County
would charge for this service.
There was more discussion about Pedestrian crossing signs on Grant Road by
Northern Fruit. Attorney, Neil Fuller asid he had researched the legality of
such signing in mid block and felt it was legitimate. The Council feel it
would be much safer for people to cross at the intersection. The final decision
will probably be made in the Spring.
Ed Rich aaid he had talked with the State Aid Engineer about the City Maintenance
Signal Light Agreement. Attorney Neil Fuller said he will have the proposed
agreement ready to present to the State before the old agreement expires.
Police Chief, Bill Brooks
descussed leasing of Police cars.
He stated that he
and the Mayor were suppose
to meet with the leasing firm in
Spokane on Friday.
At the Council's request,
Chief Brooks said he would cancel
that meeting and

set a later date when the
Mayor will be able to go.
There being no further business,
Hartley Beeler made a motion that the meeting be
adjourned, seconded by Ed
Rich and passed unanimously.
