HomeMy WebLinkAbout11/16/1981 - City Council - City Council Meeting MinutesCouncil Meeting ' Nov. 16, 1981 Councilmen present: John Pflugrath, Hartley Beeler, Ray Duncan, Darrell McNeill and Ed Rich. City Attorney, Neil Fuller and City Clerk Peggy McArthur. Meeting was called to order by Mayor, Forrest Lannoye. Minutes of the previous meeting were approved as presented. Motion was made by Ray Duncan, seconded by Ed Rich and passed unanimously. Bills and accounts were approved as submitted. Motion was made by Hartley Beeler, seconded by Darrell McNeill and passed unanimously. Three colnpanies responded to the Call for bids for a used truck for the street department. L. & M. Truck Sales, Inc. bid a 1975 International and a 1977 G.M.C. These trucks did not meet specifications. Hertz Equipment bid a 1979 Ford at 14,300.00 plus tax and Lloyd's Auto & Truck, Inc. bid a 1978 International at 14,175.00 and a 1981 International at 24,224.48, F.O.B. Sacramento, Calif. After much discussion, the Council decided in favor of the 1981 International as it is under warranty and fit all of the specifications required. Motion was made by Ray Duncan, seconded by Ed Rich and passed unanimously. Mayor suggested there be a second option in the event the International was no longer available. The Council asked Mayor Lannoye if he would look at the other International bid by Lloyd's Auto, located in Cle Elum and make a choice between it and the Ford truck located in Tacoma. Motion was made by Ray Duncan, seconded by Ed Rich and passed unanimously. Authorization was given by the Council to call for bids for a snow plow to be opened Dec. 7th. Motion was made by Ed Rich, seconded by John Pflugrath and passed unanimously. Authorization was given by the Council to adopt Ordinance No. 322 relative to the reserve fund account for City Hall; establishing a broader basis for said account. Motion was made by Ray Duncan, seconded by Darrell McNeill and passed unanimously. The Council received information concerning conditional use permits to review and the Clerk was asked to put this matter back on the agenda for the next meeting. Mayor Lannoye suggested the Council should be thinking about wheather they wish to add additional taxes, use reserve monies or reconsider salaries by the first meeting in December as the final budget will have to be adopted Dec. 21st and the salary ordinance will have to be prepared by that date. Danny Reeves asked permission to remove yard sale signs from utility poles and signs placed on City right-of-way.
