Oct. 19, 1981
Councilmen present: Ray Duncan, Darrell McNeill, Ed Rich and John Plfugrath.
City Administrator, Dick McGraw, Attorney Neil Fuller
and Peggy McArthur, City Clerk.
Meeting was called to order by Mayor, Forrest Lannoye.
Minutes of the previous meeting were approved as presented. Motion was made by
Ray Duncan, seconded by Ed Rich and passed unanimously.
Bills and accounts were approved as submitted. Motion was made by John Pflugrath
seconded by John Pflugrath and passed unanimously.
The Council discussed an area of ground owned by the City at Baker and llth. The
Council feels this property should be sold as surplus. Neil Fuller was asked to
check wheather an appraisal is necessary. Clerk was asked to put this matter back
on the agenda.
John Baker was introduced to the Council. The Council appointed Mr. Baker to serve
on the Planning Commission. Motion was made by Ray Duncan, seconded by John
Pflugrath and passed unanimously.
' Councilman Ray Duncan stated he found three used trucks. All trucks were Ford
700. The axles being only 7,000 lbs, would require a maximum snow plow of 11 feet.
After much discussion, the Council suggested the Mayor and any Council member
available drive to Tacoma and look at the trucks. If a truck is found that is
adequate for the City, a call for bids can then be advertised and specifications
drawn up. John Pflugrath suggested rebuilding the blade on the G.M.C. rather
than purchasing a new truck. Other members and the Mayor said they feel the
1962 G.M.C. is too old to rely on.
Dan Reeves w as asked by the Council to look into both duel and single paint
stripers and get quotes for both . Clerk was asked to put this matter back on the
agenda so perhaps the City can call for bids in December.
No persons appeared with comments on the uses of Federal Shared Revenue monies
for 1982. Aughorization was given by the Council to use the estimated 1982
revenues and reserve revenue for the 1982 Fire Contract. Motion was made by
Darrell McNeill, seconded by Ed Rich and passed unanimously.
Attorney Neil Fuller asked if the City wants him to defend the City in a Summons
against the City. (Scott vs. City of East Wenatchee). The Council asked Mr.
Fuller to contact the City's Insurance Agent and see what action they would take,
as the Council does not feel any negligence by the arresting officer.
There being no further business, Ray Duncan made a motion to adjourn. Seconded
