HomeMy WebLinkAbout10/5/1981 - City Council - City Council Meeting MinutesCOUNCIL MEETING Oct. 5, 1981 ' Councilmen Present: Ray Duncan, Darrell McNeill, Hartley Beeler, John Pflugrath and Ed Rich. Attorney Neil Fuller, City Administrator, Dick McGraw and City Clerk, Peggy McArthur. Meeting was called to Order by Mayor, Forrest Lannoye. Minutes of the previous meeting were approved as presented. Motion was made by Ray Duncan, seconded by Darrell McNeill and passed unanimously. Bills and accounts were approved as submitted. Motion was made by Hartley Beeler, seconded by Ed Rich and passed unanimously. Ed Rich stated the Street Dept. will stripe the new section of Baker St. when they stripe Clements Circle. Ray Duncan said he has not found a used truck locally and he has Ray Mansfield looking for one on the Coast. Mayor Lannoye stated that the City could Call for Bids for a used truck and if no bids came in, the City could then purchase a used truck without criticism from the examiners. He also stated they may find one at an auction for a reasonable price. Dan Reeves said a new International truck without sander would be approximately 32,000.00. Mayor Lannoye asked the Clerk to put the purchase of equipment back on the Agenda for the next meeting. Joining with the Department of Emergency Services was again discussed and no action taken at this time. Councilman, Hartley Beeler stated John Baker would like to serve on the Planning Commission and he would invite him to attend the next Council meeting for introduction with the Council and Mayor. Dick McGraw said he would ask John Allen if he would like to serve on the Board of Adjustment. Authorization was given by the Council to adopt Ordinance No. 321 (Setting Tax Levy) Motion was made by John Pflugrath, seconded by Ed Rich and passed unanimously. The position of City Clerk was discussed after Mayor Lannoye, Attorney Neil Fuller and Clerk Peggy McArthur met with the State Examiners concerning wheather the position should be appointive or elective. The Examiners said the R.C.W. does not provide for an elective position. Attorney Neil Fuller said he does not agree. He stated the word'Shall" can be directory rather than mandatory. Neil also referred to Ordinance No. 92 abolishing the appointive clerk's position and making it an elective position. This Ordinance was passed in Dec. of 1960 has not been amended. Neil said he would write and ask for the Attorney General's Opinion. All Council members stated they would like to have the position remain elective. Mayor Lannoye and Dick McGraw concurred. The Council set Oct. 19th as the date for Federal Shared Revenue Proposed Use Hearing. Motion was made by Darrell McNeill, seconded by Ray Duncan and passed unanimously. 'Mayor Lannoye passed a letter around to the Council from the City of Wenatchee asking the Council to consider the matter of allowing Wenatchee to use 1981 Stadium Tax funds for lighting within the Wenatchee Center.
