HomeMy WebLinkAbout8/17/1981 - City Council - City Council Meeting MinutesCOUNCIL MEETING Aug. 17, 1981 I Councilmen present: Ray Duncan, Darrell McNeill, Hartley Beeler and Ed Rich. City Attorney Neil Fuller, City Administrator, Dick McGraw and City Clerk, Peggy McArthur. Meeting was called to order by Mayor, Forrest Lannoye. Minutes of the previous meeting were approved as presented. Motion was made by Ray Duncan, seconded by Ed Rich and passed unanimously. Bills and accounts were approved directing the City Clerk to pay Wells & Wade 16.59 and a voucher to Knutson Lumber Co. 56.77 with Acc. City Hall Fund monies. Motion was made by Darrell McNeill, seconded by Hartley Beeler and passed unanimously. Councilman, Darrell McNeill said he was happy the way the park looks but would like to have some of the old trees removed and replaced by new ones as they are getting so tall they don't provide much shade and many old branches should be removed. Councilman, Ed Rich said the street department would be putting a yellow line & fog line on the portion of 9th St. taken in by the City. Councilman, Hartley Beeler said he talked with Carl Heath, with P.U.D. and they are in the process of taking an inventory of all city lights. They have already found some errors. Presently the City is paying a flat rate of 1,580.00 for 155 lights. Mr. Beeler said he would get a copy of the inventory when it is finalized. Ed Dillon was present to again challange the rental tax. After some discussion, the Council asked Attorney Neil Fuller to draft an amended Ordinance to become effective for the year 1982 when licenses are due again, lowering the tax to a maximum of 325.00. That figure being the highest rate for a business license. Also, Neil was asked to make some other areas in the ordinance more clear. These being, excluding mini storages, safety deposit boxes, Hotels, etc. Motion was made by Ed RichL seconded by Ray Duncan. Darrell McNeill voted against, Motion was passed by majority. Mayor Lannoye said he received quotes for the retaining wall in the City Lots. He said the Council would have to call for bids as the quotes were too high. No action was taken and the Council asked Mayor Lannoye if he would check with a contractor about taking the old wall out and do some blading on the bank at the same time. Mayor Lannoye read a letter from the East Wenatchee District Chamber urging the Council to fund the Wenatchee Center from the 1981 Hotel -Motel tax collected in East Wenatchee. Mayor Lannoye said Mary Jacobson from the Wenatchee Visitors Convention Bureau also requested a portion of these taxes for tourism. The Council said they would like to take these issues under advisement until the next meeting. Mayor Lannoye read a letter from Community Progress concerning drainage water coming down the road from Baker to Valley Mall Parkway. After some discussion, the Council asked Councilman, Darrell McNeill to advise Community Progress that the area in question is a natural drain and prehaps they could widen the driveway by Craven Lumber, concave it some in the middle and have it blacktopped. Ed Rich and Dick McGraw said they would 'look at it and see if there is anything the City can do.
