Councilmen Present: Darrell McNeill, Ray Duncan, Ed Rich, John Pflugrath and
Hartley Beeler. City Administrator, Dick McGraw and
Peggy McArthur, City Clerk.
Meeting was called to order by Mayor, Forrest Lannoye.
Minutes of the previous meeting were approved as presented. Motion was made by Ray
Duncan, seconded by Ed Rich and passed unanimously.
Bills and accounts were approved as submitted with a stipulation that two checks to
Central Electric be held by the Clerk until the State Electrical Inspector approved
the work. Motion was made by Darrell McNeill, seconded by Ed Rich and passed
unanimously.
Councilman, Hartley Beeler, said he had written a letter to P.U.D. requesting a
light at 14th and S.R. 28 but had not checked on their billing procedure this date.
Will have that information at the next council meeting.
Mr. & Mrs. Houser, owners of Columbia Arms & Columbia Village Apartments were in
attendance objecting to the Rental Tax imposed by the City Council. They said they
have 76 units and it would cost them over 700.00 for this tax. They also complained
' about a letter they received from Attorney Neil Fuller, stating their tax was delinquent
and asked that the Attorney contact them and explain the City's position and the reason
for the letter.
After much discussion, the Council agreed to leave the Rental tax at its present
rate and review it again when preparing the 1982 budget.
The Council concluded to have the retaining wall repaired in the City lots before
lights are installed and paving considered. Mayor Lannoye said the City Crew would
not have the time to remove the old wall and replace it before winter. The Council
asked the Mayor if he would get a cost estimate to have the work contracted.
Authorization was given by the Council to call for bids for paving Clements Circle.
Bid opening will be Sept. 9th. Motion was made by Ed Rich, seconded by Ray Duncan
and passed unanimously.
Authorization was givne by the Council to change the regular meeting date of Sept. 7th
to Sept. 9th due to Labor Day falling on the 7th. Motion was made by John Pflugrath,
seconded by Ed Rich and passed unanimously.
The Council approved a promotion to Grade of 3rd Class Patrolman to Chet G. Virnig
effective April 1st, 1981. Motion was made by Darrell McNeill, seconded by Ed Rich
and passed unanimously.
Mayor Lannoye stated a letter was forthcoming from Internal Revenue concerning a
' business within the City that has been paying sales tax to the City of Wenatchee
for the past Six years. He expected the amount to be between 2,600.00 & 2,800.00.
