July 9, 1981
Councilmen Present: Darrell McNeill, Ray Duncan, Ed Rich, John Pflugrath and Hartley
Beeler. City Administrator, Dick McGraw, City Attorney, Neil
Fuller and Peggy McArthur, City Clerk.
Minutes of the previous meeting were approved as presented. Motion was made by
John Pflugrath, seconded by Darrell McNeill and passed unanimously.
Bills and accounts were approved as submitted. A Vouncher to Wells and Wade in the
amount of $223.65 for shades in the Courtroom to be paid with City Hall Bldg fund
monies. Motion was made by Ed Rich, seconded by Hartley Beeler and passed unanimously.
The Council discussed alln the paving of the City Lots. The City Clerk advised the
Council that City Hall Bldg. Fund monies were all tied up until the first of the
year in 6 month certificates. Mayor Lannoye stated he would talk to the State
Examiner to see if street fund monies could be borrowed for this project.
Two Business Men were in favor of this paving and also stated they would like to
see more lighting in the area. The Manager of Eastmont Lanes said he felt with the
extra monies the City asked for in taxes he didn't like to see the money spent for
public parking. Mayor Lannoye explained that the lots are the future site of a
new City Hall Bldg. and the money would be used out of this fund which was put aside
years ago and can only be used for maintenance of the present city hall or a new
city hall. Ray Duncan said he would like to see the lots paved this Fall.
Dick McGraw stated he would rather see the old concrete on the bank cleared off and
a new wall put in to prevent car theft in the area. Chief Brooks said a couple of
lights would be helpful. Councilman Hartley Beeler said he would contact P.U.D.
about the lighting. Ed Rich was in favor in cleaning out the old concrete. John
Pflugrath said he would prefer waiting until next year and budget for it. Clerk
was asked to put the issue back on the agenda.
Authorization was given by the Council to adopt Ordinance No. 313. Motion was made
by Ray Duncan, seconded by Darrell McNeill and passed unanimously.
Authorization was given by the Council to adopt Ordinance No. 314 (opening & cutting
sreets) Motion was made by Ed'Rich, seconded by John Pflugrath, and passed unanimously.
Authorization was given by the Council to adopt Ordinance No. 315 (amending Ordinance
229) Motion was made by Ed Rich, seconded by John Pflugrath and passed unanimously.
Authorization was given by the Council to adopt Ordinance 316 (driving while under
the influence) Motion was made by Ed Rich, seconded by John Pflugrath and passed
unanimously.
The Council wished to review an Ordinance relating to fire works stands before adopting.
The Council did agree to limit the stands to three within the City Limits. Clerk was
asked to put this issue back on the Agenda.
' The Council set July 20th as the date for a Public Hearing on the Six Year Comprehensive
Road Program. Motion was made by Ed Rich, seconded by John Pflugrath and passed
unanimously.
July 20th was the date set for a Public Hearing on the Annexation of streets petitioned
by Douglas County Commissioners. Motion was made by Ed Rich, seconded by John Pflugrath
and passed unanimously.
