June 15, 1981
Councilmen present: Darrell McNeill, John Pflugrath, Ed Rich and Hartley Beeler.
City Administrator, Dick McGraw, City Attorney, Neil Fuller
and Peggy McArthur, City Clerk.
Meeting was called to order by Mayor, Forrest Lannoye.
Minutes of the previous meeting were approved as presented. Motion was made by
Darrell McNeill, seconded by John Pflugrath and passed unanimously.
Bills and accounts were accepted as submitted. Motion was made by John Pflugrath,
seconded by Hartley Beeler and passed unanimously. Motion was made by John Pflugrath,
to pay vouchers to the Floor Facotry and Knutson Lumber Co. out of City Hall Bldg.
fund Monies. Seconded by Hartley Beeler and passed unanimously.
John Plfugrath stated that the heating and cooling units installed by Western
Refrigeration last summer were reversed from what they should have been. Western
came over and made the change and the thermostat will be put in the Courtroom.
Mayor Lannoye said he received notice that the Boundary Review Board will meet
June 17th at 7:00 P.M. concerning the two proposed street annexations.
Mayor Lannoye said he received a letter from the Washington Surveying & Rating
Bureau stating they will ist the City for an inspection of fire protection
' facilities at the earliest opportunity, but at this time, cannot set a firm date.
Joe Barnett asked for permission to have s Shriner parade Aug. 1st at 3:30 P.M.
They plan to start at the 711 store go South on Valley Mall Parkway to Grant Road
and end up at Eddie Mays Flag Inn. Mr. Barnett said they are sponsoring the
Wenatchee Youth Circus this year.
The Council again discussed street openings and will discuss with Dan Reeves what
the County and City of Wenatchee charge before the next meeting. Clerk was asked to put
this back on the agenda.
Two Council members were in favor of paving the City lots and Two members were against.
Dan Reeves was asked to rope off the lots and fill the holes and blade the lots and
the Council will discuss this when all Council members are present.
Authorization was given by the Council to permit the Eastmont Swim Team to operate
a fireworks stand in the Safeway parking lot. Motion was made by John Pflugrath,
seconded by Ed Rich and passed unanimously.
After much discussion the Council approved an application to allow a fireworks stand
in the Wenatchee Valley Mall parking lot. Motion was made by John Pflugrath, seconded
by Ed Rich and carried. Hartley Beeler did not vote. Attorney Neil Fuller was asked
to draft a Ordinance limiting the amount of Fireworks stands within the City and also
stating that the applicant must appear before the Council so that they know what the
organization plans to use the proceeds from the sales for.
' The Council granted Dan Reeves permission to purchase two boards for the teeter-totters
in the park. Dick McGraw said he feared some child would be hurt if the boards were
not replaced.
Mayor Lannoye said he would be meeting sometime during the week with a Gentleman
