April 20, 1981
Councilmen present: Ray Duncan, Hartley Beeler, Ed Rich, Darrell McNeill and
John Pflugrath. City Administrator, Dick McGraw, City
Attorney Neil Fuller and City Clerk, Peggy McArthur.
Mayor Forrest Lannoye called the meeting to order.
Minutes of the previous meeting were approved as presented. Motion was made
by Ray Duncan, seconded by John PfTugrath and passed unanimously.
Bills and accounts were approved as submitted. Motion was made by Darrell
McNeill, seconded by John PfTugrath and passed unanimously.
Opening of bids for the radios for the Street Department will be May 4th.
Mayor Lannoye read a letter from the Douglas County Commissioners requesting
the City to annex certain streets belonging to Douglas County th at are adjacent
to the City's corporate limits. 9th St. N.E. from the present corporate limits
to its intersection with North Baker Ave; and North B aker Ave. from 9th St.
N.E. to 5th Street N.E. The Commissioners stated they would be happy to support
' this annexation proposal before the Douglas County Boundary Review Board.
Motion was made by Ray Duncan, to accept this request, seconded by Ed Rich and
passed unanimously. A Public Hearing date was set for May 18th. Attorney Neil
Fuller said the Commissioners would have to come back with a Petition for
Annexation that can be adopted at the same meeting.
Mayor Lannoye read a letter from the Department of Transportation stating their
plans to relinquish a South -frontage road off Grant Road to the City of East
Wenatchee and a portion to Douglas County. Included was a map designating the
area.
Nick Johns and his attorney appeared before the Council requesting a Business
License for palm reading to be operated out of an office on Valley Mall Parkway.
Neil Fuller stated the City has an Ordinance prohibiting fortune telling and this
Ordinance would have to repealed if the Council wished to allow this permit.
The Council said they would like to have some time to check with other cities
where fortune telling has been granted to see if there has been any problems.
The Council advised Mr. John that they would discuss it again at the next
Council meeting.
There was much discussion concerning Utilities and private contractors opening
City streets without a performance bond. Mayor Lannoye said he received a letter
from the Water District asking that a letter be sent to them stating that a Bond
was necessary for future openings. The Council asked Mayor Lannoye to contact the
' different utilities and discuss the problems the City has had in the past and see
if a solution can be worked out. In the meantime, the City Clerk was directed to
advise any private contractor wishing to make an opening, that a Performance
Bond in the amount of 10,000.00 would have to be presented before a permit could
be issued.
