Neil Fuller stated the City has an Ordinance prohibiting fortune telling and this Ordinance would have to repealed if the Council wished to allow this permit. The Council said they would like to have some time to check with other cities where fortune telling has been granted to see if there has been any problems. The Council advised Mr. John that they would discuss it again at the next Council meeting. There was much discussion concerning Utilities and private contractors opening City streets without a performance bond. Mayor Lannoye said he received a letter from the Water District asking that a letter be sent to them stating that a Bond was necessary for future openings. The Council asked Mayor Lannoye to contact the ' different utilities and discuss the problems the City has had in the past and see if a solution can be worked out. In the meantime, the City Clerk was directed to advise any private contractor wishing to make an opening, that a Performance Bond in the amount of 10,000.00 would have to be presented before a permit could be issued. i Aosew 'XLsnowLupun passed pup LLMOW LLaa.aeO L,'q papuooas 'pau, anoCpe aq 6UL488W a44 4e44 UOL40w a @pew JDLaag 4aL4aeH 'ssauLsnq .aa43,An3 ou 6uLaq a,Aagl •a;ep .aaJeL p 3e pamaLna,a aq 04 4uawasLnpe .aapun suoL3s966ns asa43 ale3 pLnom Segq pLps LLounoO a41 •saLuow asag3 ;o sasn a43 6uLpuedxa ajnIPLsL6a3 94l uL s3sLxa LLLq e pLes Rpauu@N •.AW •,aaquao s4,Ap LensLn ',a84ea4; s4,Ap 6uLwao}uad 'p84sLLge3s9 sL Ja3u90 uoL3ew.ao3uL JL saingoo.Aq 6uL4uL.Ad uL aoue3sLsse 'LenLu.aeo 441m Rep uoLgowo,Ad Moads e '.Aa4uao uoLgew.ao;uL apLn6 Ao4SLn a 'aa433euaM 3se3 04UL 6uLwoo gZ 'b'S uo u6Ls awooLam :aJam suoL3epuawwo38.A '4LLnq sL xaLdwoo Le4ow/L8404 p pup Ja4uao aqq Aoj .aogpuado up spuL; a8043euaM Jo S4Q a43 JI aago4Pu9M o4 papipm.Aoj aq pLnogs 43L0 oq4 panLaoa.A saLuow xe3 a44 ',Aa3uao a44 6uL3e.Aado anuL4uoo 04 se4 9a433euaM ;o S4Q aqq dL 3La; Aagwe40 a 41 •saLuow pun; wnLpegS 3o sasn aLgLssod 04 6uLuLp4,aad ao,aawwo0 jo .Aagwe40 aago4puaM Ise3 a44 wo.A; jAoda,A aa4l!=03 a LLounoo a43 ane6 RpauuaN .AagaH •awL4 13eLs ane4 Sa4q uagm S4auLgpo asa44 PLLnq 04 Lauuos.Aad 4uaw4apda0 gaa.A;S a43 ,ao; uadea4o aq pLnom qL 4eg4 LLounoo aqq Afq paa,a6e sem 41 •s38uLgpo a6piols .ao} sa}onb omq pp4 aq pLps aacouue3 .aofieW •J.aom SL44 JOo 94eL4o6au pup ppagp o6 o3 aafouue3 AokeW PLo3 LLounoo aql s446LL pue 6uLJLm J04 00'OOL }seaL 4P 4soo pLnom 3L pLps 4geA6nLJd uqop 'uewLLounoo gedAeo Ao 6uLALm apnLouL jou pLp agonb sLgq pue e.A3xa aq Afew 6uL}oo,ad punos LeuoL4LPPV '00'bL£ So a;onb a ane6 aoueua}u}eW aL4seO •juaw4,AedaO aoLLod a44 pue aoL3;0 s,I.AaLO 3.Ano0 a4q uaam;aq 4LLnq aq o3 wooa pLeS •woou uoLje6LJa4UL 3ooid punos a Beau 4uaw3aedep aoLLod a43 pLps adouup, .aoSpW 1 BILLS SUBMITTED FOR PAYMENT APRIL 20, 1981 CURRENT EXPENSE 1.
