Councilmen Present: Darrell McNeill, Ed Rich, Ray Duncan, Hartley Beeler and
John Pflugrath. City Administrator, Dick McGraw, City
Attorney, Neil Fuller and City Clerk, Peggy McArthur.
Mayor Forrest Lannoye called the meeting to order.
Minutes of the previous meeting were approved as presented. Motion was made by Ray
Duncan, seconded by John Pflugrath and passed unanimously.
Bills and accountsvere approved as submitted. Motion was made by John Pflugrath,
seconded by Hartley Beeler and passed unanimously.
The Council had no objections regarding the pre -application notification form from
Chelan -Douglas Council of Aging requesting Federal funds to provide equipment for a
transportation program.
The Council had no objections to the pre -application notification form from the
East Wenatchee Water Dist. to construct a water transmission line located at the
South end of Kentucky St. The Mayor asked the City Clerk to so advise the Douglas
Regional Planning Council District on these two issues.

The Council approved a Preliminary Plat submitted by Mr. Barr for a long Plat to
be separated into 5 lots. Mr. Barr stated there would be no changes made, but this
would allow them to sell the lots. The Council approved with the condition that the
Plat be approved for a variance by the Board of Adjustment. Mr. Barr advised the
Council that he has applied for a variance and a date has been set. Motion was made
by Ray Duncan, seconded by Ed Rich and passed unanimously.
Mayor Lannoye advised the Council that the State Authorized a gambling license to the
Family Recreation Center.
After much discussion the Council approved an application from the Wash. State Liquor
Control Board for a beer license to be issued to Robert Freese, owner of Slice -A -Pizza
located in the Wentatchee Valley Mall. Heber Kennedy assured the Counci 1 that the
beer would be served on the premises only. Motion was made by Darrell McNeill to
approve said application, seconded by Ed Rich and passed unanimously.
Mike Mercy, owner of Columbia Cinema Theaters apologized to Mayor Lannoye and the
Council for any harassment caused them by the imposed amusement tax. He said if it
was found that any theater employee was responsible, the theater would pay for any
damages.
Mr. Mercy again asked the Council to reconsider the 2 1/2 cents on each dollar. He
' said this would cost him 1,000.00 per month and rather than increase the price of
admission he would like to decrease it.
Sandra Harrison asked why a B. & 0. Tax wasn't considered rather than an admission
tax. Mayor Lannoye stated that a utility tax and B. & 0. tax had been discussed for
