HomeMy WebLinkAbout3/2/1981 - City Council - City Council Meeting MinutesCOUNCIL MEETING ' March A, 1981 Councilmen Present: Darrell Mcneill, Ray Duncan, John Pflugrath, Ed Rich and Hartley Beeler. City Administrator Dick McGraw, City Attorney Neil Fuller and Deputy City Clerk Virginia Kinzel. Mayor Lannoye called the meeting to order. Minutes of the previous meeting were approved and seconded. Bills and accounts were approved as submitted with the exception of the voucher to Douglas County Engineers for $1,479.00, not to be paid at this time, but resubmitted at the next meeting. The Teleprompter box had yet to be lowered as specified and the storm drain had not been taken care of. Motion was made by John Pflugrath to accept all bills with the exception of the voucher to Douglas County Engineers, seconded by Hartley Beeler and passed unanimously. The Council discussed the practice of excavation and patching of City streets. Because of passed experience the Council agreed that the bond setforth in Ordinance No. 229, in the amount of $10,000.00, must be put in force to guarantee the quality of work when filling trenches and patching cuts made in the streets. Also all permits issued will state that an employee of the Street Department must be present when refilling takes place. ' Ordinance No. 312, an amendment to Ordinance No 304, was discussed by the Council and Mr. Mercy, owner of the Columbia Cinama. Mr. Mercy stated he felt only three business establishments were being singled out and "it was most unfair". The Council pointed out that a tax on admissions was prevalent throughout the state. The percentage of tax to be levied was discussed as well as the effective date. Darrell McNeill made a motion that one cent on forty cents be levied, seconded by Ray Duncan. A vote was taken. Darrell McNeill, Ed Rich and Ray Duncan voting for and Hartley Beeler and John Pflugrath voting against. The lowering of the tax from five percent on one dollar to two and a half percent was the reason for the no votes. Motion was passed. A motion was made to adopt Ordinance No. 312, with the effective date to be March 15, 1981, by Darrell McNeill, seconded by Ed Rich. A vote was taken. Darrell McNeill, Ed Rich and Ray Duncan for and Hartley Beeler and John Pflugrath against. The motion was passed. In the absence of Peggy McArthur, City Clerk the Council moved that Virginia Kinzel, Deputy City Clerk be authorized to sign thirty three current checks. All agreed. Mayor Lann said he would contact the Security Bank of Washington to see what had to be done to comply with Bank policy. Danny Reeves of the Street Department asked the Councils permission to pur- chase a pressure cleaner. The Council gave their permission for the May or, Mr. Reeves and Mr. Ron Lannoye to go shopping for the equipment and make the best purchase. ' Chief of Police William Brooks told the Council he had received word from Olympia, effective March 2, 1981, that he was loosing his Ceta Officer. The Mayor read a letter from the Council on Aging thanking the Council for their cooperation.
