HomeMy WebLinkAbout2/18/1981 - City Council - City Council Meeting MinutesCOUNCIL MEETING ' Feb. 18, 1981 Councilmen Present: Darrell McNeill, Ray Duncan, John Pflugrath and Hartley Beeler. City Administrator Dick McGraw, City Attorney Neil Fuller and City Clerk, Peggy McArthur. Mayor Lannoye called the meeting to order. Minutes of the previous meeting were approved as presented. Motion was made by Ray Duncan, seconded by John Pflugrath and passed unanimously. Bills and accounts were approved as submitted with one stipulation that the City Clerk kubmit the voucher to Douglas County Engineer for 1,479.00 at the next meeting again after the Mayor has time to make sure the traffic light has been completed. Motion was made by John Plfugrath to accept all bill with the exception of the voucher to the Douglas County Engineers, seconded by Darrell McNeill and passed unanimously. Ray Duncan said he would be attending a disability board meeting next Monday. Authorization was given by the Council to adopt Ordinance No. 310. An ordinance amending ordinance No. 305 Section XI Amusement Devices and sub -sections c, e, f and g. Motion was made by Ray Duncan, seconded by Darrell McNeill and passed unanimously. ' The Council unanimously accepted an agreement for use of firing range with the Chelan -Douglas County Peace Officers Association. The sum to be 200.00 for the year 1981. This agreement shall remain force from year to year except upon written notice by either the City or the Association of cancellation or revision. Authorization was given by the Council for Chief Brooks to join the Association of Sheriff's and Police Chiefs. Membership fee to be 35.00. Motion was made by Hartley Beeler, seconded by Darrell McNeill and passed unanimously. Mayor Forrest Lannoye, read a letter from the Douglas County Commissioners inquiring whether the City wished to be included in updating Solid Wastes Management Plan. The Council were in favor but asked Dick McGraw to review the resolution with the Douglas County Planning Director as the Council wished to add that there would be no cost or expense to the City of East Wenatchee. If the resolution meets approval of the County, the City will participate. Mayor Forrest Lannoye read a letter from the Douglas County Commissioners regarding Public Transportation Feasibility Study. The Council invited the Mayor or a representative to attend. The Mayor said he or Dick McGraw would attend. Meeting date Feb. 20th 9:00 A.M. Mayor Lannoye stated he received a pamphlet in the mail with some writing on it asking why the City did not join the Wenatchee Public Library. The Mayor explained *= that the cost per capita is based on the city's valuation making the cost to the city impractical. The Mayor stated if the city did join they would have to put a tax on ' utitilies and he felt the public would not be favorable to such a proposal. Eddie May of Eddie Mays Flag Inn asked the Council questions concerning Ordinance No. 304 as it might apply to his business.
