HomeMy WebLinkAbout2/2/1981 - City Council - City Council Meeting MinutesCOUNCIL MEETING Feb. 2, 1981 Councilmen present: Darrell McNeill, Ed Rich, Ray Duncan, John Pflugrath and Hartley Beeler. City Administrator Dick McGraw, City Attorney Neil Fuller and Peggy McArthur City Clerk. Mayor Forrest Lannoye called the meeting to order. Minutes of the previous meeting were approved as presented. Motion was made by Ray Duncan, seconded by Ed Rich and passed unanimously. Bills and accounts eere approved as submitted. Motion was made by Ray Duncan, seconded Ed Rich and passed unanimously. The Council authorized to change the next regular council meeting to Wed. Feb. 18th due to Washington's Birthday. Motion was made by Darrell McNeill, seconded by Ed Rich and passed unanimously. The City Council accepted the amended short Plat of Wenatchi, presented by Bob Dahmer. Motion was made by Darrell McNeill, seconded by Ed Rich and passed unanimously. The Council gave Mike Crow, Pastor of Four Square Gospel permission to hold chuch services at His Place on Valley Mall Parkway. However, they asked that descretion be 'used as far as parking on Valley Mall Parkway and in the two parking lots as this coulc present a problem for other established businesses in the area. Authorization was given by the Council to join the East Wenatchee District Chamber of Commerce for the year 1981. Motion was made by Hartley Beeler, seconded by Darrell McNeill and passed unanimously. The Council agreed to let Libke, Jones and Mitchell handle the false arrest coverage for the City to proclude any possible errors in liability claims since Libke, Jones and Mitchell has been writing the balance of insurance. The Council adopted Ordinance No. 309. (Repealing Ordinances No. 306 and 308). After much discussion with Lael Vickery and Greg Brown, owners of Minn's Tavern, it was agreed to set a 2 percent tax on the gross receipts received on punch boards, pull tabs and card games. Motion was made by Darrell McNeill, seconded by John Pflugrath and passed unanimously. Ben Wilson, owner of The Family Recreation appeared to protest the fees proposed by the Council for amusement devices. After much deliberation the council asked Neil Fuller to rewrite the Ordinance that pertains to amusement machines setting the fees as follows: 40.00 per year for each pool table, music machines 15.00 per year, vending machines 1®.00 per year and all electronic devices to be 30.00 per year for each machine. The Council authorized to discontinue the annexation proceedings of a 95 acre Island of Territory due to much opposition from residents said he had talked to several persons living in the living in area who the had area. Mayor Lannoye been given false ' information concerning the City's Government, such as higher taxes, higher fire insurance, inadequate police protection and inadequate street equipment and maintenance.
