' Jan. 20, 1981
Councilmen present: Ray Duncan, Ed Rich, John Pflugrath, Hartley Beeler and
Darrell McNeill. City Administrator, Dick McGraw and
City Clerk, Peggy McArthur.
Meeting was called to order by Mayor Forrest Lannoye.
Minutes of the previous meeting were approved as presented. Motion was made by
Ed Rich, seconded by John Pflugrath and passed unanimously.
Bills and accounts were approved as submitted. Motion was made by Hartley Beeler,
seconded by Darrell McNeill and passed unanimously.
The Council gave the street department permission to rent a boom truck from the
County Road Department at 2.00 per hour for the purpose of topping trees in the
park.
Mayor Lannoye asked that there be no more spraying of trees in the park by contractors
unless one of the street employees is present and the Council is to be advised in
advance of such spraying.
' The Council approved the preliminary amendment of the Wenatchi Short Plat proposed
by Frank and Glorian Johnson and submitted by Robert Dahmer of Forsgren-Perkins
Engineering. Motion was made by Ray Duncan, seconded by Ed Rich and passed
unanimously. Mr. Dahmer said he would be back when the final plat has been drafted
for the Council's consideration.
Mayor Lannoye advised the Council that the City has received notice of the two
annexation hearings. The proposed Annexation of Island of Territory to be held
Feb. 19, 1981 at 7:30 P.M. The proposed Annexation of Gackstetter Property to be
held Feb. 26, 1981 at 7:30 P.M.
There was some discussion whether the City wants to continue the Island Annexation if
the Boundary Review Board finds in favor of the City. Advantages and disadvantages
were discussed. Bill Dodge, President of the East Wenatchee District Chamber of
Commerce suggested that the Chamber may want to sponsor a forum before the hearing
to get the true facts and advantages to the residents of that area. He stated that
the Chamber Board would be meeting Jan. 20th and they would discuss it.
The Council reviewed the Gambling Ordinance No. 308 and made a motion to have Attorney
Neil Fuller draft an amendment by the next Council meeting. The following suggestions
were made: punch boards and pull tabs to be 2.5%, card games to be 5%, amusement
games to be 100.00 a!year per machine and pool tables to be 75.00 a year per table.
Motion was made by John Pflugrath, seconded by Ed Rich and passed unanimously.
' Bill Dodge invited the City of East Wenatchee to join the East Wenatchee District
Chamber of Commerce. Mr. Dodge left an application and the City Clerk was asked to
fill out the application and it would be presented at the next council meeting.
