HomeMy WebLinkAbout1/5/1981 - City Council - City Council Meeting MinutesCOUNCIL MEETING Jan. 5, 1981 Councilmen present: Ray Duncan, Ed Rich, John Pflugrath and Darrell McNeill. Attorney, Neil Fuller and City Clerk, Peggy McArthur. Meeting was called to order by Mayor, Forrest Lannoye. Minutes of the previous meeting were approved as presented with one exception. Darrell McNeill seconded the motion for Ordinance 302, rather than John Pflugrath. Motion was made by Ray Duncan, seconded by Ed Rich and passed unanimously. Bills and accounts were approved as submitted except a voucher to Attorney Neil Fuller for extra services. The Council wished to discuss the billing with Mr. Fuller before accepting it. Motion was made by Ed Rich, seconded by John Pflugrath and passed unanimously. Mayor Lannoye suggested, Ray Duncan, Ed Rich and Danny Reeves get together and discuss what type of roller would be adequate for the Street Department. Mayor Lannoye stated he would like to appoint Dick McGraw as City Administrator and asked the Council for authorization to do so. Motion was made by Ray Duncan for this appointment, seconded by Darrell McNeill and passed unanimously. Mayor Lannoye read a letter from the East Wenatchee District Chamber of Commerce ' thanking the City for passing the ordinance restricting the sale of drug paraphernalia. Also, the letter stated a committee was appointed to come up with recommendations on how best to use funds derived from the hotel -motel tax. Heber Kennedy is Chairman and will present recommendations as soon as possible. # Authorization was given by the Council to adopt Ordinance No. 308 amending Ordinance No. 306. Some of the contents had to be changed to comply with State regulations. Motion was made by Ray Duncan, seconded by John Pflugrath and passed unanimously. The Council approved an agreement with Chelan -Douglas Health District services for 1981. Motion was made by Darrell McNeill seconded by Ray Duncan and passed unanimously. The Council reviewed a Notice of Intention to Commence Annexation Proceedings signed by Iris Dean, Mary Bailor and Gloria Johnson, represented by Marie Conard. After much discussion, Mrs. Conard was advised that McGee Street is not in the City and should be included in the proposed annexation and therefore, she should see if other property owners on McGee street would be interested in coming into the city as the area proposed for annexation is not contiguous without taking in McGee Street. Mrs. Conard read a letter stating the reasons for the proposed annexation and added that the applicants are prepared to reimburse the City up to 300.00 for expenditures incurred for said annexation. The Council said they could not consider the proposal at this time and Mrs. Conard said she would be back with a proper proposal. The Council approved a request from Chief Brooks for a manual on Prescription Drug information. The Council asked Neil Fuller about his billing. Neil stated it was for a Superior Court matter and not City Court.
