HomeMy WebLinkAbout11/1/1982 - City Council - City Council Meeting MinutesCOUNCIL MEETING Nov. 1, 1982 Councilmen present: John Pflugrath, Hartley Beeler, Ray Duncan, Ed Rich and Darrell McNeill. Attorney Pro-tem, Paul Cassel and City Clerk, Peggy McArthur. Meeting was called to order by Mayor, Forrest Lannoye. Minutes of the previous meeting were approved as presented. Motion was made by Ray Duncan, seconded by John Pflugrath and passed unanimously. Bills and accounts were approved as submitted with a voucher to P.U.D. for a 1970 Ford truck to be paid with cumulative street vehicle fund monies. Motion was made by Ed Rich, seconded by John Pflugrath and passed unanimously. Councilman Ed M ch said the Department of Transportation would be in attendance at the November 15th council meeting. The Council unanimously approved the low quote of 500.00 from Scott Johnson to appraise the four lots on Valley Mall Parkway owned by the City. France/McManus Realty quoted 650.00. After much discussion and no objections from property owners, the Council authorized the City Attorney to draft an Ordinance to zone the area East of Valley Mall Parkway to Alvin Court, General Commercial and from Alvin Court to Baker, Single Family Residential. Located in Blocks 1 and 2 of Van Tassel's Acre Tracts. Motion was made by Darrell McNeill, seconded by Ed Rich and passed by Hartley Beeler and Ray Duncan. John Pflugrath did not vote. Mayor Lannoye asked Paul Cassel if a vote is required. He stated he was under the impression that you could abstain from voting only if there was conflict of interest or you were required to vote for or against an issue. Authorization was given by the Council to use the 1983 Federal Shared Revenue payments and 1982 carry over for the 1983 Fire Contract as no one provided oral or written comments for its uses. Motion was made by John Plfugrath, seconded by Ed Rich and passed unanimously. Neil Fuller, by letter, requested reimbursement from the City for approximately 180.00 for attendance to the Fall meeting of Wash. State Assn. of Municpal Attorneys to be held Nov. 19th and 20th at Port Ludlow. Mayor Lannoye stated that perhaps the Council would like to wait with their decision as they may want to consider different Council for 1983 as Mr. Fuller's budget request almost doubled. Paul Cassel said it is a very important meeting for any attorney the City may wish to retain. After some discussion, the Council unanimously agreed to reimburse Mr. Fuller. Ed Rich said the old school needs some patching on the roof and it was agreed that a thermostat heater would have to be purchased as there is one line on 9th St. into 1 the building that has no sut off valve. John Pflugrath suggested that heat tape may work on this line. Mayor Lannoye said he would advise Bob Goodman. Mayor Lannoye said the irrigation system drains from a shut off by the lower West driveway. The valve is located in the wall and the school district maintains and operates it as it drains the entire system including their football field.
