Sept. 20, 1982
Councilmen Present: John Pflugrath, Hartley Beeler, Ray Duncan, Ed Rich and Darrell
McNeill. City Attorney, Neil Fuller and City Clerk, Peggy
McArthur.
Meeting was called to order by Mayor, Forrest Lannoye.
Minutes of the previous meeting were approved as presented. Motion was made by
Darrell McNeill, seconded by Ray Duncan and passed unanimously.
Bills and accounts were approved as submitted. Motion was made by Hartley Beeler,
seonded by Ray Duncan and passed unanimously.
Councilman Pflugrath asked Bob Goodman if any of his crew were capable of sharpening
a chain saw. Bob stated they know how but the teeth were pretty worn so they had
it sharpened at Wells and Wade. Councilman Pflugrath also asked again for the
tool inventory. Bob said he has been working on it and also on engraving the
tools.
Ray Duncan said he was hopefull that the loader could be speeded up so the street
department could get by with it for this year. He stated he would know for sure by
the next meeting. Ed Rich said the deadline could be no longer than the 1st of
'November so they would have time to purchase a used loader.
Hartley Beeler said there is a light out by C.C. Mini Mart and would report it.
The Council asked Mayor Lannoye to contact Munson Engineering to engineer the South-
west corner of Rock Island Road. Mr. Munson estimated the cost would be between
300.00 and 400.00.
The Council approved the modification of Highline Drive by the Douglas County Road
Department. Ray Duncan said he would contact a tree removal Co. to get an estimate
of the cost to remove some large trees and remove the stumps which have to be removed
when the street is widened. The County is responsible for one side of the street.
The Council unanimously nominated Dick McGraw for one of the two vacancies on the
Boundary Review Board for cities and towns in Douglas County. The City Clerk was
asked to notify the office of the Governor of this preference.
Authorization was given by the Council to adopt Ordinance No. 338 (setting forth
new "No Parking' restrictions on 13th street. Motion was made by Ray Duncan,
seconded by Darrell McNeill and passed unanimosuly.
Mayor Lannoye advised the Council that the necessary paper work to annex into the
Library District has been submitted to the Douglas County Commissioners and will be
on the November ballot.
Roy Freeman and Dan Reeves submitted requests for compensation for comp time they
accured when working for the City Street Department. Roy Freeman requested 778.19
for the years 1978 and 1979. Dan Reeves requested payment of 2,680.84 for comp time
earned from Jan. 1, 1980 to Fed. 16, 1982. Mr. Frrman claimed he was asking payment
only for unused comp time he had earned. Dan Reeves stated he used up all of this
comp time in day off, but still felt payment is due. These requests were turned
