Aug. 2, 1982
Councilment present: Darrell McNeill, Ed Rich, Ray Duncan, Hartley Beeler and
John Pflugrath. City Attorney, Neil Fuller and City Clerk
Peggy McArthur.
Mayor Lannoye called the meeting to order.
Minutes of the previous meeting were accepted with one addition Councilman Ed Rich
was to check with the Insurance Company and find out if the elementary school is now
insured for liability insurance as Hell as demolition. Ed Rich said he had not checked
on liability insurance but would. With this correction, Ray Duncan made a motion to
accept the minutes, seconded by Ed Rich and passed unanimously.
Bills and accounts were accepted as submitted. Motion was made by Ed Rich, seconded
by John Pflugrath and passed unanimously.
Councilman, Darrell McNeill stated the park was sprayed by Appleland.
Authorization was given by the Council to accept the bid of South Park Industries
Inc. in the amount of 6,003.00 plus tax for a Swenson sander. Motion was made by
Ray Duncan, seconded by John Pflugrath and passed unanimously.
There was much discussion about the working guidelines for employees ordinance drafted
by Attorney Neil Fuller.
Ray Duncan objected as he said he did not feel the ordinance was drafted from what had
been presented to the Attorney. He said it would take all of the power away from the
Mayor and was not a workable policy. He stated everything would have to go before
the Council.
Ed Rich said he did not feel it would take away the power of the Mayor, it wculd only
give the Council a vote on who was hired or fired.
Darrell McNeill said he was not sure it was a good move and did not fully understand
it.
Hartley Beeler said because of doubt, he would like to know if any other Code City
had adopted such an ordinance.
Mayor Lannoye asked Neil Fuller if he had added anything to the presented worksheet
submitted to him by the Council. Neil said he had added a few things at the request of
a couple of the Council Members.
Mayor Lannoye stated the Municipal Court Cerk and her assistant is under the control
of the Judge.
After much more discussion, Ed Rich made a motion to accept the ordinance, seconded
by John Pflugrath. Ray Duncan, Darrell McNeill and Hartley Beeler voted no. Motion
failed. City Clerk was asked to put this on the next agenda.
' Neil Fuller said he did not have the Ordinance ready for annexation into the Library
District but would have it prepared for the next meeting.
Mayor Lannoye advised the Council that the Washination Surveying and Rating Bureau
had completed their evaluation of the fire insurance classification for the City and
