July 19, 1982
Councilmen present: Ray Duncan, John Pflugrath, Ed Rich, Hartley Beeler and Darrell
McNeill. City Attorney, Neil Fuller and City Clerk, Peggy
McArthur.
Meeting was called to Order by Mayor, Forrest Lannoye.
Minutes of the previous meeting were approved as presented. Motion was made by
Ray Duncan, seconded by John Pflugrath and passed unanimously.
Bills and accounts were approved as submitted with a voucher to Land Title Co.
to come out of the City Hall Bldg. Fund. Motion was made by Ray Duncan, seconded
Darrell McNeill and passed unanimously.
Darrell McNeill stated he would call Appleland Spray Service and advise them that
all of the trees in the park and behind City Hall must be included in his quote as the
other two companies included all trees in their quotes.
Ed Rich said he talked to Libke, Mitchell and Jones concerning insurance on the school.
He said coverage for the elementary bldg. is 100,000.00 demolition. The Council
asked that he check and make sure the bus garage is still being covered by the
school district.
The Council postponed until the next meeting, an Ordinance relating to guidelines
and procedures for employees. They wished to review the drated Ordinance and it
' will be put back on the agenda.
Robert Frank, President of the 50's Drive in Restaurant gave his reason's for
applying to the Liquor Control Board to serve beer and wine on premises. He stated
he felt the Council was unfair in their decision to ask that the application not be
signed by the Mayor.
Mayor Lannoye stated that the reason some of the questions, at the last meeting
and also the refusal not to sign the application was because no one from the restaurant
attended and questions were left unanswered. The fact that it is a drive-in as
well as a restaurant concerned the Council. Aster much discussion, the Mayor asked
again what the wishes of the Council were. John Pflugrath, Darrell McNeill and
Ed Rich asked that the application be signed. Ray Duncan and Hartley Beeler
disapproved. Mayor Lannoye signed the application and returned it to the Clerk.
The following companies submitted bids for the sander. Critzer Equip. Co., Washington
Auto Carriage Co. and South Park Industries, Inc. Councilman Ray Duncan wished to
review them and the bid will be awarded at the next meeting.
Authorization was given by the Council to adopt Resolution No. 82-2. Six Year
Road Program. After some discussion and a couple of changes, motion was made by
Ed Rich, seconded by John Pflugrath and passed unanimously.
Attorney Neil Fuller was asked to draft a proposed Ordinance for Annexation into
' the library District, and present it to the Council at the next meeting.
Neil Fuller stated that non profit groups and individuals selling merchandise in
the Mall should have a license. This matter was brought to issue by an individual
