July 1, 1982
Councilmen present: John Pflugrath, Hartley Beeler, Ray Duncan, Ed Rich and
Darrell McNeill. Attorney, Neil Fuller and City Clerk
Peggy McArthur.
Neil Fuller read the R.C.W. in reference to special meetings (executive sessions)
Those in attendance , other than City Personnel involved in the session were asked
to leave.
Mayor Lannoye stated as some people felt he was involved in the recent city problems,
that a Mayor Pro-tem be appointed to conduct the meeting. Ray Duncan made a motion
that Ed Rich be appointed as Mayor Pro-tem, seconded by John Plfugrath and passed
unanimously.
Mayor Pro=tem Ed Rich called the meeting to order.
City Planner, George Sperline was asked to step out in the outer office.
The Council discussed with Bill McKenzie, Bldg. Inspector, the reasons for him
allowing plastic pipe when the Code calls for metal. Mr. McKenzie stated he would
' take full responsibility for that decision and said he did not remember talking the
project over with the Mayor. He stated that perhaps he had been lax in the pest on
some inspections. After much discussion Mr. McKenzie was dismissed and George
Sperline was called in.
Mr. Sperline's duties were discussed at length and it was discovered that many
of the bldg forms lacked some of the necessary data and lacked uniformity.
It was determined that the Bldg. Inspector had approved Occupancy Permits on
several businesses without the proper permits being issued before construction.
The main problem seemed to be lack of communications and not knowing who was
responsible for the issuing of certain permits.
The Council advised both gentlemen to go by the Code completely with every
individual and if they are not in compliance with the building and plumbing
codes, Mr. McKenzie was advised to put a Stop Work on the project and prosecuting
would be taken.
John Pflugrath suggested it might be advantageous to hire a person for both
planning and building and make the position more of a full time position.
Mayor Lannoye stated that would be costly and should be looked into before
the 1983 budget.
There being no further business, Hartley Beeler made a motion that the meeting
be adjourned, seconded by Ray Duncan, and passed unanimously.
