City Clerk, Peggy McArthur. Mayor Lannoye called the meeting to Order. Minutes of the previous meeting are special meeting were approved as presented. Motion was made by Ray Duncan, seconded by John Plfugrath and passed unanimously. Bills and accounts were approved as submitted. Motion was made by Ed Rich, seconded by Darrell McNeill and passed unanimously. Councilman Darrell McNeill was given permission to get quotes and have the trees in the park sprayed. It was suggested by the Mayor that the street supervisor be advised when the spraying will be done and it be done during city working hours. The Council granted the street department permission to purcahse tires for a piece of equipment. The Council discussed again the streets to be blacktopped in 1982. Ed ich said if the City could obtain some right/of/way from Mr. Spidel at a reasonable amount, he would like to see the intersection of Rock Island Road and Grant upgraded as it is most necessary. If time permits and money is available Greenbriar and Cedar Lane could be finished. Mayor Lannoye said there are other streets that badly need surfacing that have more traffic than Greenbriar and Cedar Lane. Clerk was asked to put this matter back on agenda. Ken Bray who plans to open a business on Valley Mall Parkway complained that he had to put in cast iron plumbing while another business owneed by Eastmont Investors were allowed to use ABSplastic. He accused the Mayor of showing favoritism to Center Investors. Mayor Lannoye stated he had no knowledge of the plastic until he received a letter from Mr. Bray's Attorney. Mr. Kennedy, manager of Center Investments stated he knew noting about it as the work was contracted. Bill McKenzie apparently had told the plumber that the Mayor said to let them do the work the cheapest way possible. Mayor Lannoye denies this. Ken Bray said Mr. McKenzie told him he would have to pay double for a plumbing permit as he started work without a permit. Mr. Cass said he had not obtained a plumbing permit at 610 Valley Mall Parkway. Ken Bray stated City Hall has several violations, as well as plastic plumbing in the back restr000m. Mayor Lannoye and the Council said they were not aware of this. Mr. Bray said he has stopped work as Mr. McKenzie stated he would not certify occupancy because of other violations that Mr. Bray said had been waived before, as the Fire District and the Health Department were satisfied. 1 •A'LsnowLupun passed pup LLLalloW LLauuep A'q papuooes uanoCpp o; uoL;ow a apew aaLaag RBL;aeH 'ssauLsnq aa4;an; ou 6uLaq aaayl ' os op o; Le68l s;L }L aldoad ssautsnq ay; o; ales ao; paaa;}o aq pino4s sty; Pees y;ea6nL;d uyoC •a;Ls LLeH A';to aan;n; a ao; Loo43s ay; pasegoand aney am aouLs 'Aemlaed LLeW AaLLeA uo s;oL ay; ;nogg auop aq pLnoys 6uLy4awos A'Lgpgoad pLps akouupo aoA'eW •saLedaa ao; uL ;L aIe; pue saeo aoLLod ay; ;o auo uL uoLSSLwsuea; e anowaa PLnoo •;dap ;aaa;S a4; ;ey; papLoap Ltounoo ay; 's;soo awns anes of -way; asLApe pLnom ay Pees akouupo aokpW 'uoL;0LpsLanC s,A';to ay; uL ;ou sL SZ dS sV '66'3 ;sodaLLW pue £6•Z ;sodaLtW uaam;aq 6uLIaed ON ao} do umpap aq aouputpao 6uLVed ON e 4e4; 6uLIse uoL;e;aodsueal ;o ;uaw;apdao ay; woa; aa;;aL a passnosLp Ltounoo ayl anoagaeq uowLes a ao} 446Z •6nV lied ay; asn o; uoLSSLwaad pa;uea6 aaam SLueme ayl •A'Lsnowtupun passed pup y4pa6nL;d u4OP kq Papuooas 'uuouno A'ea A'q apew sem uoL;oW •wea6oad pd aeaA xLS ay; ao; a;ep 6uLaea4 ay; se 446L A'Lnp ;as o; Ltounoo ay; A'q u9nL6 sem uoL;eZLaoy;nV •;y6Lu 6UL49Ow aeLn6aa ay; uo SLLe; deV Lo4 a se y;L A'Lnp ao; ;as sem 6uL499w Ltounoo aetn6aa ;xau a41 •ssaanp asn ;ou ptp ;nq ;L 6uLu6ts way; ;o a6paLmoul pe4 a4 pLps aA'ouueg aoA'eW ';Ley auo pue awL; ;e Red awL;aano uey; aa4;ea uaIe; aq awL; dwoo ;pqq 6uLjse 'paaL; aq ao AoRPW ay; A'q u6Ls o; pLo; aaam saay;o pup ay Pees ay wao} a ;noge LLaunoo ay; o; paILe; sanaab ,Cuueo 'awes ao} suoseaa ay; pa;e;s aH JLLD344JOJ aq pLnom uoL;oaLa LLeoaa a 6uL;e;s A'eag ua)l y;Lm pamoLLo} uoLssnosLp 43nW •6uL4aaw ant;noaxa up y;Lm o;uL paVO L aq pLnoys aauueLd g ao;oadsuI 6plg ay; pees 44ea6nL}d uyoC •aLZua)joW •aW A'q ;L anowaa o; pLo; sem pup adLd 3L4SeLd uL Ind ay pLps 6uLaeag ;samy;aoN ;o aa6eueW 'uasua6aoC 6aa9 BILLS SUBMITTED FOR PAYMENT JUNE 21, 1982 1 CURRENT EXPENSE 1.
