HomeMy WebLinkAbout5/17/1982 - City Council - City Council Meeting MinutesCOUNCIL MEETING 1 May 17, 1982 Councilmen present: John Pflugrath, Ray Duncan, Ed Rich, Darrell McNeill and Hartley Beeler. Attorney Neil Fuller and City Clerk, Peggy McArthur. Meeting was called to order by Mayor Forrest Lannoye. Minutes of the previous meeting were approved as presented. Motion was made by Ray Duncan, seconded by John Pflugrath and passed unanimously. Bills and accounts were approved as submitted with the exception of a voucher to Dr. Jack Nelson, for eye glasses for Clifford Hahn. Motion was made by Hartley Beeler, seconded by John Plfugrath and passed unanimously. There were no committee reports. Authorization was given by the Council to purchase 50 decals from Lawton Silk Screening of Spokane for 785.00 which includes the artwork. Motion was made by Ed Rich, seconded by Ray Duncan and passed unanimously. The City Clerk was asked to Contact said Company and ask that the City be given the artwork after the decals are made. Authorization was given by the Council to allow the Wenatchee Amateur Hockey Assn. to operate a fireworks stand at 511 Valley Mall Parkway. Motion was made by Ed Rich, seconded by John Plfugrath and passed unanimously. Mayor Lannoye presented a letter from Michael Mercy, President of Yakima Theatres, Inc. Mr. Mercy stated in the letter, he would be willing to drop his law suit against the City and bring all admission taxes current, if a permanent lid of 4,000.00 were established starting July 1, 1982. After much discussion, Councilman Ray Duncan asked that the Mayor negotiate with Mr. Mercy and ask if he would drop the permanent lid, leaving the lid open for review every two years or so. The Other four Councilmen stated they would like Attorney Neil Fuller to proceed with the suit as they felt a Court decision was necessary to keep from having other businesses sue. Neil Fuller said other businesses could still sue but he feels the admission tax is entirely proper and is confident the the Court will rule in favor of the City. The following .Council members agreed to be voting delegates to represent the City at the 1982 annual business meeting: Hartley Beeler, Ray Duncan and Darrell McNeill. The City Planning Commission, by letter to the Council, recommended the City not add to or delete from the existing Comprehensive Zoning Ordinance 224 pertaining to businesses operating out of the home in either a R-1 or R-2 zone. A conditional use permit must be granted by the Board of Adjustment prior to issuance of a business license. The letter was signed by the East Wenatchee Planning Commission May 10, 1982 in regular session. Chief Brooks presented to the Council two quotes for a minimum inventory program in which the parts supplier delivers and maintains an inventory of parts; the inventory level to be determined by the mechanic.
