May 3, 1982
. Councilmen present: Darrell McNeill, Ray Duncan, John Pflugrath, Hartley Beeler, &
Ed Rich. City Attorney Neil Fuller and City Clerk, Peggy
McArthur.
Authorization was given by the Council to appoint Ed Rich, Mayor Pro tem in the
absence of Mayor, Forrest Lannoye. Motion was made by Darrell McNeill, seconded by
John Pflugrath and passed unanimously.
Mayor pro tem, Ed Rich called the meeting to order.
Minutes of the previous meeting were approved as presented. Motion was made by
Ray Duncan, seconded by John Pflugrath and passed unanimously.
Bills and accounts were approved with the exception of a voucher to Terry Signs for
down payment of a sign entering East Wenatchee. This voucher was held until attorney
Neil Fuller coudl review the request from the Chamber of Commerce and would be was
included in the motion if Neil approved the request. Motion was made by Ray Duncan,
seconded by John Pflugrath and passed unanimously.
Councilman Darrell McNeill stated the dandelions in the park should be sprayed. Dan
Reeves said he would take care of it.
Mrs. Rankin complimented the Street Department on how well the park looks.
'Mrs. Rankin asked the Council's thoughts on annexation into the library district.
She stated if it went on the Nov. ballot the cost of the election for the City
would not be too great. The Council said they would take this under advisement.
The cost for the library service would be passed on to the property owner and they
would have a choice if it were put on the ballot.
The Council asked the City Clerk to write to the City of Wenatchee and City of
Nespelem to try and recover sales tax inadvertently paid to these cities.
Jim Telford, respresenting the East Wenatchee District Chamber of Commerce,
presented the City with a picture of the 1982 Royalty and a pin and charm to be
given to the Mayor and his wife.
Neil Fuller said he saw no problem with the request from the East Wenatchee District
Chamber of Commerce to use Stadium Fund monies for a welcome sign entering East
Wenatchee. However, Neil Fuller directed the City Clerk to make the Warrant for
the 1/3 down payment to the Chamber of Commerce.
Heber Kennedy asked Neil Fuller what his findings were concerning a sign put in by
Merle Loudon at Standerfer and Valley Mall Parkway. Neil stated he felt the Board
of Adjustment should stick with the sign restrictions under Ordinance No. 107.
Neil Fuller said he would like at least one Council member to attend the hearing of
Ed Dillon vs. the City of East Wenatchee, Tuesday at 1:30 P.M. in Waterville. John
Pflugrath said he would try to attend.
Authorization was given by the Council to cancel Warrant No. 1410, issued to Hartley
Beeler, Jan. 6, 1981 which was lost and replaced by Warrant No. 2578. Motion was
made by Ray Duncan, seconded by John Pflugrath and passed unanimously.
